Original Tender Description

This notice is to alert the market that Transport for London has a requirement for the provision of e-scooter rideshare services across London. The London E-Scooter Trial launched in June 2021 and is managed by TfL in partnership with London Councils and London boroughs. Since its launch more than 7 million trips have been made. More information on the trial can be found here: https://tfl.gov.uk/modes/driving/electric-scooter-rental-trial National e-scooter trials have been extended by the DfT up to May 2028. This procurement is seeking to award e-scooter concession contracts from September 2026 up to September 2028 with the option to extend beyond this in line with any future extension by the Department for Transport.   This procurement will result in the award of contracts to two e‑scooter operators. The contracts resulting from this procurement may be awarded by and may be for the benefit of other contracting authorities. Tender documents will be provided electronically via TfL's e-Tendering portal. The value in this notice represents the estimated total value of all the concession contracts as calculated in accordance with procurement regulations. This estimate is therefore the potential total turnover of the Operators combined, for the maximum contract(s). This estimate is not an estimate of profit, nor a guarantee of revenue, nor does it represent any amount payable between the Operators, TfL or the Boroughs. TfL does present the value on this notice as a promise of turnover and for the avoidance of doubt is not liable to Operators for any difference between the actual turnover and the amount in this notice. TfL reserves the right to amend the dates and intended procurement route as set out in this notice.

Tender Quality Score

This tender notice, currently in 'planning' status, provides a clear market alert for e-scooter services but lacks critical documentation and detail, significantly impacting its completeness, clarity, and fairness as a full tender.

Score Breakdown

Legal Compliance75/100

The notice adheres to basic legal requirements for a preliminary market alert, clearly defining the procedure type and assigning a relevant CPV code. The period until the submission deadline is reasonable. However, the 'Liable Person' field is missing, which is a minor disclosure gap.

Missing 'Liable Person'
Clarity50/100

The description of the required e-scooter rideshare services and the context of the London trial is clear and unambiguous. However, a significant deficiency is the complete absence of specified evaluation criteria and detailed performance conditions, which are crucial for bidders to understand the tender's expectations.

No evaluation criteria specified
Performance conditions not clearly stated
Completeness30/100

While essential basic information such as title, reference, organization, estimated value, duration, and key dates are provided, the tender is critically incomplete due to the explicit statement that full tender documents 'will be provided electronically' and are not yet available. This means the core documentation for a tender is missing.

Full tender documents not yet available
No detailed requirements or evaluation criteria
Fairness30/100

The tender's fairness is significantly compromised by the lack of full document access at this stage and, more critically, the absence of specified evaluation criteria. This prevents potential bidders from fully understanding the basis of competition and preparing equitable proposals. While e-procurement is enabled and requirements do not appear tailored, these omissions create an uneven playing field.

No full document access
No evaluation criteria specified
Practicality45/100

Electronic submission is supported, and key dates like contract start and duration are clearly specified, along with financing information for the concession model. However, the lack of a direct URL to the tender documents and the unavailability of the full documentation make it impractical for immediate action or detailed preparation by potential bidders.

No direct URL to tender documents
Full tender documents not yet available
Data Consistency85/100

The provided data is largely consistent, with logical dates and no reported disputes or suspensions. The only minor inconsistency is the missing 'Liable Person' field.

Missing 'Liable Person'
Sustainability30/100

While e-scooter services inherently offer environmental benefits as a mode of transport, the tender notice itself does not explicitly incorporate specific green procurement criteria, social aspects, or an innovation focus. It is also not EU funded, which often correlates with higher sustainability standards.

No explicit green procurement criteria
No social criteria

Strengths
