Original Tender Description

Kihnu Koolihoone rekonstrueerimistööd (sh tööprojekti koostamine) peatöövõtu korras Dokumendis 2 – Tehniline kirjeldus fikseeritud mahus. Juhised pakkujale on toodud hanke alusdokumendis Dokument 1 - Juhised pakkujale. Pakkumuse saab esitada üksnes pärast Pakkuja poolt hankelepingu täitmise kohaga tutvumist. Tutvumiseks tuleb Pakkujal eelnevalt registreerida e-posti aadressil oie.merimaa@kihnukool.org. Pakkuja, kes ei ole hankelepingu täitmise kohaga tutvunud, ei oma pakkumuse esitamise õigust. Hankelepingu täitmise kohaga saab Taotleja tutvuda kuni 30.01.2026 kell 16:00 ning Pakkuja kahe (2) nädala jooksul alates pakkumuse esitamise ettepaneku saamist Hankija poolt. Objektiga tutvumisel küsimustele ei vastata, ettevõtjatel palutakse esitada tekkinud küsimused läbi riigihangete registri.

  • Bidder's place of residence or registered office must be in Estonia, an EU member state, an EEA contracting state, or a country party to the WTO Government Procurement Agreement.
  • Bidder must adhere to sanctions requirements.
  • If bidding jointly, partners must confirm joint and several liability for contract performance.
  • Subcontractors must have no grounds for exclusion.
  • Subcontractors must declare no grounds for exclusion as per the Public Procurement Act.

  • Bidder must have a qualified team including a construction project manager, site manager, and energy efficiency specialist.
  • Reconstruction work must emphasize energy efficiency, functionality, and durability.
  • Work must be in accordance with the construction project and applicable standards.
  • Bidder must understand and be capable of performing the scope of work for the reconstruction of Kihnu school building.

  • Subcontractors' average salary must meet the required threshold.

SUBMISSION REQUIREMENTS

  • Bids must be submitted electronically.
  • ESPD (European Single Procurement Document) must be completed electronically.
  • Bidder must confirm acceptance of tender conditions.
  • Bidder must confirm compliance of the bid.
  • Bidder must ensure correct submission of the cost table (Form 3).
  • Bidder must observe subcontractor-related rules.
  • Form 2 (Team qualifications and work experience for construction project manager, site manager, and energy efficiency specialist) must be completed and submitted.
  • If bidding jointly, a power of attorney authorizing one partner to submit the tender and perform procurement-related actions on behalf of the other must be submitted.
  • Form 3 (Cost Table) must be completed and submitted.
  • Form 6 must be completed and submitted.
  • Declarations regarding subcontractors are required.
  • Declarations regarding equivalence are required.
  • If subcontractors are used, Form 4 must be completed to confirm their use, declare no exclusion grounds, and confirm average salary meets the threshold.
