Sotsiaalministeeriumil on seatud eesmärk luua pikaajalise ajutise töövõimetusega inimeste püsiva töövõimetuse ennetamise ja tööhõives püsimise toetamise süsteem, mis hõlmab haiguslehe ajal töötamise jätkamist võimaldava koostöömudeli, teenuste ja hüvitamisskeemi loomist ning infosüsteemide arendusi ja andmevahetust. Sotsiaalministeerium on võtnud kohustuse teatud aja uue süsteemi töötamise järel teha mõju hindamise uuring, et hinnata süsteemi toimimist vastavalt eesmärgile ja kavandada vajaduse korral edasiarendusi. Soovime vahehindamise käigus teada saada, kuidas selle alusel rakendatud muudatused on toiminud ning kas on vaja teha täiendusi, lisada teenuseid või parendada protsesse.
