Original Tender Description

The Council is looking to develop a Pseudo Dynamic Purchasing System (Pseudo DPS) for the delivery of high quality placement arrangements for young people leaving care and vulnerable young people. We are seeking to ensure these young people can be placed with established, experienced providers in the local area and, therefore, are looking to commission provision in the Wakefield, Leeds, Barnsley and Kirklees Local Authority areas. Applicants who meet and pass the Application criteria will be admitted to the Pseudo DPS. Please note that this is not a competitive process and there is no limit to the number of Applicants who can be appointed. Please note, Applicants who are successfully admitted on to the PDPS are not guaranteed to be awarded any financial provision for the duration of this arrangement. The DPS will be for an initial period of 5 years with the option to extend for a further 5 years.

Tender Quality Score

This tender documentation clearly describes a Pseudo Dynamic Purchasing System (DPS) for social services but presents notable gaps in detailed evaluation criteria, financial requirements, and exclusion grounds. The DPS model itself promotes fairness, yet transparency could be improved with more comprehensive information.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are correctly identified. However, the absence of a clear reveal date, explicit mandatory exclusion grounds, and detailed financial requirements in the provided summary raises concerns about full compliance with procurement regulations. The 'Required: No' for the main PDF is also unusual.

Missing reveal date
No explicit mandatory exclusion grounds mentioned
Clarity80/100

The overall purpose and nature of the Pseudo DPS are clearly described. However, the lack of detailed evaluation criteria for admission, and the absence of explicit mandatory exclusion and financial requirements, reduce the overall clarity for potential applicants on how to fully qualify.

No detailed evaluation criteria specified for admission
Absence of explicit mandatory exclusion grounds
Completeness70/100

Basic tender information, value, and duration are provided. However, the tender lacks comprehensive details regarding mandatory exclusion grounds, specific financial requirements, and explicit evaluation criteria for admission to the DPS. The status of the main tender document ('Required: No') is also unclear.

Missing detailed mandatory exclusion grounds
Missing specific financial requirements
Fairness85/100

The Pseudo DPS model, with its continuous application and no limit on successful applicants, inherently promotes fairness. The value is disclosed, and requirements for local, experienced providers are generally justifiable for social care. However, the lack of explicit and detailed admission criteria could impact transparency. The contradiction regarding e-submission needs clarification.

Lack of explicit and detailed admission criteria
Contradiction regarding e-submission
Practicality65/100

The tender states E-Procurement is used, which is practical. The duration is clear. However, the absence of a direct document URL and the contradiction regarding e-submission (E-Procurement characteristic vs. automated check) reduce the perceived practicality. A specific contract start date for individual placements within the DPS is not provided, which is typical but can be a minor practical consideration.

Contradiction regarding e-submission
No direct document URL provided
Data Consistency90/100

Most key fields are populated, and there are no disputes or suspensions. Dates are logical for a DPS. Minor inconsistencies include an empty 'Liable Person' field, 'Code: N/A' for procedure type, and a slight discrepancy between the 'Contract Duration' field and the description's extension option. The E-Procurement characteristic contradicts the automated check's 'No e-submission' flag.

Empty 'Liable Person' field
'Code: N/A' for Type/Procedure
Sustainability50/100

While the tender's core purpose is to provide essential social welfare services, it does not explicitly include additional green procurement criteria, specific social clauses for providers (beyond the service itself), or an innovation focus.

No explicit green procurement criteria
No explicit social clauses for providers

Strengths

Clear description of the Pseudo DPS and its purpose
Value and duration are clearly specified
The DPS model promotes continuous access and fairness for providers
Relevant CPV code and geographical scope are defined
E-Procurement is stated as a characteristic

Concerns

Lack of explicit, detailed evaluation/admission criteria
Absence of specific mandatory exclusion grounds and detailed financial requirements in the summary
Missing reveal date and unclear status of the main tender document ('Required: No')
Contradiction regarding e-submission (E-Procurement characteristic vs. automated check)
No explicit sustainability (green, additional social, innovation) criteria

Recommendations

1. Provide explicit and detailed admission criteria for the Pseudo DPS to enhance transparency and fairness.
2. Clearly state all mandatory exclusion grounds and specific financial requirements for applicants.
3. Clarify the e-submission process and ensure the main tender document is correctly marked as 'Required' with an accessible URL.
