Tender Quality Score

This tender for a science video series is generally well-structured with clear requirements and transparent evaluation criteria, but it suffers from a critical inconsistency regarding the broadcast year and misses opportunities for explicit sustainability integration.

Score Breakdown

Legal Compliance70/100

The tender generally complies with national procurement principles for small procurements, with reasonable deadlines and proper CPV codes. However, a significant inconsistency regarding the broadcast year (2025 vs. 2026) presents a potential contractual and legal risk.

Inconsistency in broadcast year (2025 vs. 2026) between financing conditions, description, and technical requirements.
Clarity80/100

The description of the service, technical requirements, and evaluation criteria are largely clear and well-documented. However, the conflicting information regarding the intended broadcast year creates significant ambiguity for potential bidders.

Conflicting broadcast year (2025 vs. 2026) mentioned in different sections of the tender documentation.
Completeness70/100

Most essential information, including title, organization, value, deadlines, and detailed requirements, is provided. However, the factual inconsistency regarding the broadcast year detracts from the overall completeness of accurate information. The 'Required: No' status for essential documents (e.g., draft contract, technical description) is also a minor concern, though they are present.

Inconsistent broadcast year (2025 vs. 2026) impacts the completeness of accurate project details.
Essential documents are marked as 'Required: No', which could be confusing for bidders.
Fairness85/100

The tender demonstrates good fairness with full document access, disclosed value, reasonable preparation deadlines, and objective, transparent evaluation criteria. E-procurement is enabled, and requirements do not appear to be tailored to a specific company, despite a specific sample scenario.

Practicality65/100

Electronic submission and e-procurement are supported, enhancing practicality. The contract duration is specified, and financing information is available. However, the lack of an explicit contract start date and precise location information, coupled with the confusing 'Required: No' status for essential documents, slightly reduces the practicality score.

Lack of explicit contract start date.
Precise region for location info is unspecified, which could be more practical for a production service.
Data Consistency50/100

While most key fields are populated and there are no reported disputes, a critical inconsistency exists regarding the broadcast year (2025 vs. 2026) across different tender sections. This significantly undermines the overall data consistency.

Major inconsistency in the specified broadcast year (2025 vs. 2026) across tender documents.
Sustainability50/100

The tender is EU-funded, which often implies higher standards. However, it explicitly lacks specific green procurement, social, or innovation criteria, representing a missed opportunity to integrate broader sustainability objectives.

Absence of explicit green procurement criteria.
Absence of explicit social criteria.

Strengths

Clear description of the service and project objectives.
Transparent evaluation criteria with relative weighting.
Electronic submission and e-procurement enabled.
Reasonable submission deadline and disclosed value.
EU Funded characteristic.

Concerns

Critical inconsistency regarding the broadcast year (2025 vs. 2026) in different sections.
Lack of explicit green, social, or innovation criteria.
Essential tender documents are marked as 'Required: No', which could be confusing.
The sample episode scenario is very specific, potentially limiting.
Lack of explicit contract start date and precise location information.

Recommendations

1. Immediately clarify and correct the inconsistency regarding the broadcast year (2025 vs. 2026) across all tender documents.
2. Review the 'Required: No' status for essential documents to ensure bidders understand they must review these documents.
3. Consider incorporating explicit sustainability, social, or innovation criteria, especially given the EU funding.
