Original Tender Description

Lepingu esemeks on Euroopa Parlamendi ja nõukogu määruse (EÜ) nr 1370/2007 tähenduses sõitjate vedu ATL-i alusel Harju maakonna Jõelähtme valla avalikel bussiliinidel eeldataval perioodil 01.09.2026 – 31.08.2030, sh sõidupiletite müügi ja muude avaliku teenindamise kohustusega kaasnevate teenuste ning nende üle järelevalve teostamise korraldus RHAD-s ja selle lisades ettenähtud tingimustel.

TECHNICAL CAPABILITY REQUIREMENTS

  • Ensure all buses meet specified technical requirements, including age, standards, equipment, appearance, and minimum number.
  • Ensure buses comply with the indicative design, including specified dark blue and fresh green color codes (RGB, CMYK, PMS) for branding.
  • Be able to provide public bus transport services starting 01.09.2026.
  • Be able to cover the estimated mileage of approximately 601,424 km over four years.
  • Be able to provide the required bus types as specified in the tender documents.
  • Possess buses that meet the specified technical specifications (make, model, seating/standing capacity, fuel type, EURO standard).
  • Possess documents proving ownership or right of use for all buses intended for the service.
  • Be able to adhere to the projected timetables for bus lines, including specified line numbers, routes, required bus types, and service days (school days).
  • Understand the line work indicators and mileage forecasts for 2026-2030, including expected service volume.

FINANCIAL REQUIREMENTS

  • Understand and agree to the methodology for indexing the carrier's fee and calculating fuel costs over the contract period, based on the consumer price index.
  • Understand and agree to the payment principles for bus line transport services.
  • The offer price will be 100% of the evaluation criteria.

SUBMISSION REQUIREMENTS

  • Submit the bidder's application to participate in the procurement procedure, confirming acceptance of tender conditions and the validity of the offer.
  • Submit a bid providing the per-kilometer tariff for bus line transport services.
  • Submit Form 6, detailing the calculation of the cost per line kilometer for small and normal buses, itemizing various cost categories excluding VAT.
  • Submit the offer price as a price per line-kilometer for different bus types according to the specified forms.
  • If applicable, clarify the right of representation for the tenderer, joint tenderer, or another person in the procurement procedure, specifying who signs the bid and represents the tenderer and on what basis.
  • If a joint bid, submit a power of attorney authorizing one joint tenderer to represent others for bid submission and throughout the procurement process, including contract signing, and appoint an authorized representative.
  • If a joint bid, submit a consent form for the authorized representative, confirming their willingness to represent the joint bidders in the procurement procedure.
  • Submit a form listing all buses to be used in the tender, including their technical specifications (e.g., make, model, seating/standing capacity, fuel type, EURO standard).
  • Submit documents proving ownership or right of use for all listed buses.
