Originalus konkurso aprašymas

The commissioning partners seek to provide high quality, personalised care and support services (taking a strengths based approach) which focus on meeting the outcomes of those individuals using the services, whilst ensuring they are delivered and financed in a sustainable way. In order to achieve this Dorset Council’s Adults and Housing Directorate is opening a new Framework; this will act as a vehicle to procure a range of care and support, housing and community safety services. It will replace the existing Frameworks. The Dorset Care, Support, Housing and Community Safety Framework will be established by utilising the flexibilities of the Light Touch Regime under the Public Contract Regulations 2015. These enable Public Sector Bodies, in terms of health and social care, to adapt and innovate procurement and contracting models to best meet service requirements. The Framework will be in place for up to 10 years and will enable providers to join at any time (as long as specific criteria is met) instead of fixed opening periods (as is the case with the existing Frameworks). It will work in two stages as follows: • Part I: The overarching 10 year framework will open and detail specific lots. At this stage providers need to meet the minimum entry criteria, this is detailed when the framework is open. At this stage providers will be asked to complete minimum entry criteria for the Lots they may in future wish to participate in further competitions for. • In Part 2 providers will be invited further competition which will include further quality / price evaluation processes in respect of “specific call off”s. It is anticipated that this process will commence from April 2022. The Framework shall allow a variety of procurement methods in order to support flexibility; opportunities to expand Providers’ geographical reaches and to respond to the needs of Service Users in receipt of Direct Payments or Personal Health Budgets. These shall include but are not limited to: • Brokerage of individual packages • Fixed term block contracts • Individual Service Funds (ISF) The Framework shall remain open for providers to apply to be appointed onto the Framework at any time during the Term, including those who have previously applied and failed to become a Framework provider (but excluding any whose Framework Agreement and/or Call-Off Contract has been terminated for Contract Non-Compliance). Framework providers may re-apply to improve their standing on the Framework by applying to be appointed to additional Lots.

Konkurso kokybės įvertinimas

This tender outlines a significant framework for care, support, housing, and community safety services under the Light Touch Regime, but critically lacks detailed documentation and specific evaluation criteria at this initial stage.

Įvertinimo detalės

Atitiktis teisės aktams100/100

The tender correctly identifies the use of the Light Touch Regime under the Public Contract Regulations 2015, which is appropriate for health and social care services. The open procedure and continuous joining mechanism are compliant with the flexibility afforded by this regime.

Aiškumas40/100

While the strategic vision and two-stage framework process are clearly described, the actual minimum entry criteria and detailed evaluation processes for both framework entry and subsequent call-offs are stated as being detailed 'when the framework is open' or in 'further competition'. This creates significant ambiguity for potential bidders.

Lack of specific, detailed minimum entry criteria.
Absence of detailed evaluation criteria for Part 1 (framework entry) and Part 2 (further competitions).
Užbaigtumas75/100

The provided information is severely incomplete. There are no actual tender documents attached, and the 'extracted requirements' are high-level capabilities rather than concrete, measurable criteria. This makes it impossible for bidders to fully understand the scope and requirements.

Critical absence of actual tender documents and detailed content.
Missing specific, measurable evaluation criteria (quality/price) for both stages.
Sąžiningumas80/100

The open procedure and continuous joining mechanism promote broad market access and fairness. However, the significant lack of detailed, upfront criteria for both framework entry and subsequent competitions could lead to subjective evaluation and potentially disadvantage smaller providers who require clear guidance.

Lack of detailed, upfront criteria for Part 1 and Part 2 could create an uneven playing field if not transparently communicated later.
Broad requirements like 'high quality, personalised care' and 'sustainable way' without specific metrics could lead to subjective evaluation.
Praktiškumas20/100

The framework's design, allowing continuous joining and utilizing the Light Touch Regime, is practical for managing dynamic, long-term service provision. However, the current lack of detailed information makes it impractical for bidders to effectively assess their suitability or prepare a robust submission.

Bidders cannot practically assess their suitability or prepare a robust submission without detailed criteria and documents.
Broad requirements like 'sustainable way' need practical, measurable definitions for effective implementation and evaluation.
Duomenų nuoseklumas100/100

Within the limited information provided, the description of the framework's intent and the extracted requirements are consistent. There are no direct contradictions.

Tvarumas25/100

The tender explicitly emphasizes 'sustainable way' for service delivery and financing, indicating a focus on long-term viability. However, the lack of specific definitions or metrics for 'sustainable way' reduces its practical impact.

The definition and measurement of 'sustainable way' are not detailed, which could lead to ambiguity.
The automated check indicates 'Not green procurement', suggesting a missed opportunity for environmental sustainability criteria.

Privalumai

Utilizes Light Touch Regime flexibility for complex social services.
Open procedure and continuous joining promote broad market access.
Long framework duration (10 years) provides stability for providers.
Focus on personalized care, strengths-based approach, and outcomes.
High estimated value indicates significant commitment and opportunity.

Problemos

Critical absence of actual tender documents and detailed requirements.
Lack of specific, measurable evaluation criteria for both framework entry and call-off competitions.
Vague definitions for key terms like 'high quality', 'personalised', and 'sustainable way'.
Potential for subjective evaluation due to lack of detailed criteria.
Missing detailed geographical information (NUTS code N/A) hindering bidder planning.

Rekomendacijos

1. Immediately publish all comprehensive tender documents, including detailed minimum entry criteria, evaluation methodologies, and full scope of lots.
2. Provide clear, measurable definitions and metrics for 'high quality', 'personalised care', 'strengths-based approach', and 'sustainable delivery/financing'.
3. Specify the expected contract durations for call-off contracts and provide more detailed geographical information (NUTS codes or specific areas).
