Originalus konkurso aprašymas

Following the devolution of Central Government Powers to the Combined Authorities, Sheffield City Council’s grant for the 19+ Adult Education Budget (AEB) for both formula funded and non-formula funding is provided under an agreement with South Yorkshire Mayoral Combined Authority (SYMCA). The AEB will fund learning for Adults 19+ who live in South Yorkshire, so that they can improve their skills, get back to work or remain and progress in work. The grant will continue to be administered and made available to Sheffield adults by the Council’s Lifelong Learning, and Skills Service (LLS), specifically by the Family, Adult and Community Education Service (FACES), via Sheffield City Councils Dynamic Purchasing System (DPS). This will be achieved through a new successor DPS that will enable FACES service to continue to deliver Adult Learning in Community settings from August 2023.

Konkurso kokybės įvertinimas

This tender establishes a Dynamic Purchasing System (DPS) for adult learning services, but the provided information is critically incomplete, lacking essential details for potential bidders to prepare a compliant and competitive application.

Įvertinimo detalės

Atitiktis teisės aktams100/100

The use of a Dynamic Purchasing System (DPS) is a legally compliant procurement procedure, promoting continuous market access. However, the absence of detailed mandatory exclusion grounds and specific financial requirements in the provided extract means bidders must refer to external full documents, which are not supplied, creating an initial compliance gap in the provided information.

Lack of explicit mandatory exclusion grounds in the provided text.
Absence of specific financial requirements in the provided text.
Aiškumas40/100

While the overall purpose, target audience, and funding source are clearly described, the actual requirements for application and evaluation are vague or entirely absent. This creates significant ambiguity for potential bidders regarding what is expected and how their proposals will be assessed.

Vague technical capability requirements without specific metrics or examples.
Absence of any evaluation criteria.
Užbaigtumas83/100

The provided tender information is severely incomplete. Crucial sections such as detailed mandatory exclusion grounds, specific financial requirements, and comprehensive evaluation criteria are explicitly stated as missing or requiring reference to 'full tender documents,' which are not attached. This makes it impossible for bidders to fully understand the scope and requirements.

No documents attached, making it impossible to review the full tender details.
Missing evaluation criteria, which is fundamental for any tender.
Sąžiningumas80/100

The open procedure and DPS structure generally promote fairness by allowing continuous application. However, the requirement to 'deliver services from August 2023' is a significant concern, as this date is in the past (TODAY'S DATE: 2026-01-14). This effectively restricts eligibility to incumbent providers or those already operating since that date, severely limiting fair competition for new market entrants and suggesting potential tailoring.

The requirement to deliver services from August 2023 (a past date) is highly restrictive and unfair to new applicants, suggesting potential tailoring for existing providers.
Absence of evaluation criteria makes it impossible to assess the fairness of the selection process.
Praktiškumas40/100

From the contracting authority's perspective, a DPS for ongoing adult learning provision is practical. However, for bidders, the lack of detailed requirements, the absence of full documents, and especially the past 'August 2023' start date for delivery pose significant practical challenges, making it nearly impossible to prepare a compliant and competitive application.

The requirement to deliver services from August 2023 (a past date) is impractical for any new provider.
Insufficient detail for bidders to prepare a comprehensive and informed application.
Duomenų nuoseklumas100/100

The information provided is largely consistent in its description of the AEB funding and the purpose of the DPS. However, a critical inconsistency lies in the requirement to 'deliver services from August 2023' when the current date is 2026-01-14 and the DPS application deadline is 2027-07-31.

The requirement to deliver services from August 2023 is inconsistent with the current date (2026-01-14) and the DPS application deadline (2027-07-31), indicating a potential error or a highly restrictive condition for new entrants.
Tvarumas0/100

The provided extract does not include any specific criteria or focus on environmental, social, or innovation aspects. This represents a missed opportunity to integrate broader sustainability objectives into the procurement process, which is a common practice in modern public tenders.

No explicit green procurement criteria.
No specific social criteria mentioned.

Privalumai

Clear purpose and target audience for the adult learning services.
Use of a Dynamic Purchasing System (DPS) allows for continuous market engagement.
Estimated value and contract duration are specified.
Clear organizational context and funding source (AEB, SYMCA, LLS, FACES) are provided.

Problemos

The requirement to 'deliver services from August 2023' is a critical flaw, as this date is in the past, making it impossible for new providers to comply and strongly suggesting the tender is tailored for existing providers.
Severe lack of detailed documentation, including mandatory exclusion grounds, financial requirements, and crucially, evaluation criteria, making it impossible for bidders to assess the full scope or how they will be judged.
No documents are attached, preventing any comprehensive review of the tender details.
Vague technical capability requirements without specific metrics or expected outcomes.
Absence of social, environmental, or innovation criteria, missing opportunities for broader public value.

Rekomendacijos

1. Immediately clarify or correct the 'August 2023' delivery start date to ensure fairness and allow new market entrants to participate realistically.
2. Publish the full tender documents immediately, including detailed mandatory exclusion grounds, specific financial requirements, and comprehensive evaluation criteria.
3. Enhance the technical capability requirements with specific examples, performance indicators, or expected outcomes to provide clarity for bidders.
