Originalus konkurso aprašymas

City of Bradford Metropolitan District Council are exploring options for commissioning a block of 19 day services supporting around 330 people delivered from 16 locations across the District. Bradford’s model for day services is that they: • Deliver support that is asset based: that values the strengths of people and their families, friends and the wider community and uses these to focus on people’s health and well-being • Support people to maximise their independence and support positive risk taking to ensure people live their lives as they wish • Are passionate about inclusion and enabling people to be full and active members of their community • Have connections to communities and promote the establishment and maintenance of friendship groups, local links and be able to support people to access services which are reasonably close to their home and accessible to people outside of and independent of daytime activities • Offer diverse services that can be tailored to meet the unique social, cultural and environmental needs and aspirations of people and their carers • Are responsive to changes in demand and support innovation, creativity and imagination to meet people’s needs in a person centred way. • Ensure value for money and seek to find ways of supporting people that maximise the monies available • Work in partnership with a wide range of people and organisations, across all sectors, to build capacity to support people We would like to hear provider’s views on this opportunity, understand how it might work for you, and what support you would expect from the Council. We will be holding an engagement session on Monday 2nd March at 2pm on Microsoft Teams. Please express an interest via the YORtender portal for registration details. Questions can be asked in advance of the meeting through the messaging function on Yortender

Konkurso kokybės įvertinimas

This tender is currently in a 'planning' status, serving as an early market engagement notice. While it clearly outlines the service vision and key timelines, it lacks critical details such as the procurement procedure type, specific eligibility, financial, and evaluation criteria, which are essential for a formal tender.

Įvertinimo detalės

Atitiktis teisės aktams75/100

The tender is in a planning phase, which explains the absence of a defined procedure type and detailed mandatory/eligibility/financial requirements. The CPV code is appropriate, and the submission deadline for the eventual tender is reasonable. However, these missing elements would be significant legal compliance issues for a formal tender document.

Procedure type not defined
Mandatory, eligibility, and financial requirements not specified (for the eventual tender)
Aiškumas80/100

The description of the day services model and the council's aspirations is clear and well-articulated. The AI-extracted technical requirements are understandable, but they are high-level and aspirational rather than specific. A major clarity issue is the complete absence of specified evaluation criteria.

No evaluation criteria specified
Requirements are high-level and aspirational, lacking specific detail for bidding
Užbaigtumas70/100

Basic information like title, organization, reference, estimated value, duration, and key dates are provided. However, the tender is significantly incomplete due to the lack of content for the four attached documents and the explicit absence of detailed mandatory, eligibility, financial requirements, and evaluation criteria.

Content of attached documents not available
Missing detailed mandatory, eligibility, and financial requirements
Sąžiningumas85/100

The estimated value is disclosed, and the technical requirements appear generic and not tailored. The early market engagement process (engagement session) promotes fairness by seeking provider views. However, the lack of evaluation criteria and the unavailability of document content are significant concerns for ensuring a fair and transparent bidding process for the eventual tender.

No evaluation criteria specified
Content of attached documents not available
Praktiškumas65/100

Key practical information such as contract start date, duration, and estimated value are clearly stated. The mention of the YORtender portal for expressing interest and asking questions suggests electronic interaction, which is practical. However, the lack of specific financial requirements for bidders and the absence of document content in this summary are practical limitations.

No specific financial requirements for bidders provided
Document content not available in the provided summary
Duomenų nuoseklumas90/100

Dates are logical and consistent, with the current date preceding the engagement session and tender submission deadline. Basic fields are populated. The 'None' values for Type and Procedure, and the explicit 'No specific...' for requirements, are consistent with the 'planning' status, indicating details are yet to be defined rather than being inconsistent data.

Type and Procedure fields are 'None'
Tvarumas50/100

The tender demonstrates a strong focus on social aspects, emphasizing independence, inclusion, community connections, and person-centered care. It also highlights innovation. However, there is no mention of green procurement or environmental considerations.

No explicit green procurement or environmental considerations

Privalumai

Clear description of the service model and council's aspirations
Strong focus on social aspects and innovation within the service delivery model
Early market engagement process to gather provider feedback
Key financial and timeline details (estimated value, duration, start date) are provided
Technical requirements are generic and outcome-focused, not tailored

Problemos

Tender is in 'planning' status, leading to significant missing details for the actual tender
No specific procurement procedure type defined
Absence of detailed mandatory, eligibility, and financial requirements
No evaluation criteria specified, impacting clarity and fairness
Content of the 4 attached documents is not available for review

Rekomendacijos

1. Clearly define the procurement procedure type and all mandatory, eligibility, and financial requirements in the full tender documentation.
2. Provide comprehensive and transparent evaluation criteria to ensure fairness and clarity for all potential bidders.
3. Ensure all relevant tender documents are accessible and their content is clearly summarized or provided when the formal tender is launched.
