Oryginalny Opis Przetargu

Supply Chain Coordination Limited (“NHS Supply Chain”) is exploring options in developing a Negative Pressure Wound Therapy (NPWT) Framework. NPWT includes negative pressure pumps, and the associated consumables as used throughout various departments of Acute trusts and in community settings. ygThe Framework Agreement will be between Supply Chain Coordination Limited (“NHS Supply Chain”) and the Supplier. We are currently in the process of defining the framework’s duration and structure and we will be seeking stakeholder input through continuous Supplier Engagement sessions. The current lot structure for this procurement is outlined as follows however this is under review and may be amended following consultation: Lot 1 Large Devices - For the purchase of large negative pressure pumps used predominately in an Acute setting, all of which are intended to aid in the wound healing process for both acute and chronic wounds. Lot 2 Portable Devices - Portable negative pressure wound therapy pumps are defined as able to be transported or conveyed by hand and allow patient full mobility (if needed) whilst receiving negative pressure therapy or for use in an Ambulatory care setting Lot 3 Disposable Devices - Disposable negative pressure devices are single patient use pumps and are to be disposed of once used to treat the wound for a set period. Exudate to be stored away from the wound in a cannister and/or dressing. Lot 4 Consumables - products used in conjunction with negative pressure wound therapy pumps. Lot 5 Pump Rental - the rental of pumps listed in lots 1 and 2. We are in the process of reviewing this structure and welcome engagement with suppliers as part of that review. Precise quantities are unknown as we are currently reviewing a range of framework term options to determine the most suitable approach. It is anticipated that initial estimated expenditure value over the total Framework Agreement term (including any extension options) will be in the region of: 4-year framework term option: £94,775,762 - £102,110,004 (excl VAT). Please note that this is an estimate only, as the final term of the Framework Agreement is still under active review during preliminary market engagement and has not yet been confirmed. The values provided may vary depending on the specific requirements of the participating bodies using the Framework. The following requirements will include but are not limited to: • ISO Certification: Tenderers must have ISO 9001: 2015 or BS EN ISO 13485:2016 or Medical Device Single Audit Program (MDAP) accredited by the United Kingdom Accreditation Service (or international equivalent) to cover all segments of the Tenderer's and the product's supply chain. This should include, but not be limited to, sales, manufacturing, storage and distribution ('ISO Certification'). Ocena Jakości Przetargu

This tender for Negative Pressure Wound Therapy demonstrates good clarity on product requirements and strong sustainability commitments, but its fairness and completeness are significantly hampered by the critical absence of evaluation criteria and lack of electronic submission.

Szczegółowy Wynik

Zgodność z przepisami75/100

The tender defines the procedure type and CPV codes appropriately, and includes requirements aligned with UK national regulations (e.g., PPN 006, Modern Slavery Act). No disputes or suspensions are noted. However, the absence of a reveal date in the provided information makes it impossible to verify the full publication period, which is a minor transparency concern.

Missing reveal date in the provided data.
Przejrzystość80/100

The description of the Negative Pressure Wound Therapy (NPWT) framework, including the lot structure, is clear and understandable. The qualification requirements (ISO, CE, Modern Slavery, etc.) are well-defined with supporting links. However, the tender explicitly states that the lot structure and framework term are under review, and crucially, it lacks specified evaluation criteria for award, which significantly hinders bidders' understanding of how proposals will be assessed.

No evaluation criteria specified for award.
Lot structure and framework term are explicitly stated as 'under review'.
Kompletność70/100

The tender provides essential information such as title, reference, organization, estimated value, duration, and contract start date. Key requirements and classification codes are present. All listed documents are summarized. However, the absence of evaluation criteria is a significant omission. Additionally, the tender notes that precise quantities are unknown and the final framework term is under active review, indicating some aspects of the scope are not yet fully defined.

Missing evaluation criteria.
Precise quantities unknown and final framework term under review.
Uczciwość55/100

The tender discloses the estimated value and provides access to documents. The qualification requirements appear generic and not tailored to a specific company. However, the critical absence of evaluation criteria for award severely compromises fairness, as bidders cannot understand the basis on which their offers will be judged. The lack of electronic submission also presents a barrier to equal access and efficiency.

No evaluation criteria specified for award.
No electronic submission support.
Praktyczność65/100

The contract start date, duration, and financing information are clearly provided. However, the lack of electronic submission support is a significant practical drawback in modern procurement. While documents are available, a direct URL for them is not explicitly provided in the tender text.

No electronic submission support.
No direct document URL provided in the tender text.
Spójność danych90/100

The key dates (submission, contract start) are logical and consistent with the specified duration. The status is active, and no disputes are reported. While the estimated value is presented in both EUR and GBP (as a range), this is clearly stated as an estimate and not a direct contradiction. Minor omissions include the 'Liable Person' and specific codes for the procedure type.

Missing 'Liable Person' and specific codes for 'Type' and 'Procedure'.
Zrównoważony rozwój90/100

This tender demonstrates a strong commitment to sustainability by explicitly requiring a Carbon Reduction Plan (PPN 006), an Evergreen Sustainable Supplier Assessment, and addressing social aspects through Modern Slavery statements and the MSAT. This goes beyond basic compliance and integrates significant environmental and social considerations.

No explicit innovation focus.

Mocne strony

Clear description of the product, lots, and qualification requirements.
Strong integration of environmental and social sustainability criteria (CRP, Evergreen, Modern Slavery).
Comprehensive basic information provided (value, duration, start date, CPV, NUTS).
Open procedure type and value disclosure promote transparency.
All listed documents are available and summarized.

Wątpliwości

Critical absence of evaluation criteria for award, hindering fairness and clarity for bidders.
Lack of electronic submission support, impacting practicality and equal access.
Some aspects of the framework (quantities, final term, lot structure) are explicitly stated as 'under review'.
Missing reveal date in the provided information, affecting full transparency of the publication period.
Missing 'Liable Person' and specific procedure codes.

Rekomendacje

1. Publish clear and objective evaluation criteria for award to ensure fairness and allow bidders to prepare competitive proposals.
2. Implement electronic submission to enhance practicality, accessibility, and efficiency of the procurement process.
3. Finalize and clearly communicate the framework's structure, duration, and estimated quantities before the definitive tender stage.
