Tender Quality Score

This tender establishes a high-value Dynamic Purchasing System (DPS) with a clear overall purpose, but its quality is significantly hampered by the lack of direct access to critical detailed documentation and missing evaluation criteria for DPS admission.

Score Breakdown

Legal Compliance75/100

The tender outlines a Dynamic Purchasing System, a legally valid procurement tool. The submission deadline is very generous from today's date. However, the classification as 'Restricted procedure' for a DPS is an inconsistency, and the reveal date is missing, though this doesn't impact the reasonableness of the submission window from today.

Inconsistent procedure type (Restricted vs. DPS)
Missing reveal date
Clarity65/100

The overall purpose, scope, and categories of the DPS are clearly described. However, all detailed eligibility, technical, financial requirements, and crucially, the evaluation criteria for admission to the DPS, are deferred to 'Document A - DPS Pre-Qualification Guidance', which is not directly provided in the tender information.

Detailed requirements and evaluation criteria for DPS admission are not specified in the notice, only referenced to an external document.
Performance conditions are not clearly stated, deferred to future ITT stages.
Completeness55/100

While basic information, value, and duration are present, the tender is critically incomplete due to the repeated reference to 'Document A - DPS Pre-Qualification Guidance' without it being clearly identified or provided in the list of tender documents. This document is essential for applicants.

Critical 'Document A - DPS Pre-Qualification Guidance' is referenced but not clearly provided or identified in the document list.
Detailed requirements and evaluation criteria for DPS admission are missing from the notice itself.
Fairness50/100

Fairness is severely compromised by the lack of clear access to 'Document A' and the absence of specified evaluation criteria for admission to the DPS. While the requirements listed are generic, the inability to access full details creates an uneven playing field.

Lack of clear access to 'Document A - DPS Pre-Qualification Guidance'.
No evaluation criteria specified for admission to the DPS.
Practicality60/100

Electronic submission is supported, and the contract duration is clearly specified. However, the absence of a direct URL for accessing the tender documents, especially the critical 'Document A', presents a significant practical barrier for potential bidders.

No direct URL provided for accessing tender documents, particularly 'Document A'.
Data Consistency70/100

Most key fields are populated, and dates are logical. However, the 'Type: Restricted' and 'Procedure: Restricted procedure' labels are inconsistent with the description of a Dynamic Purchasing System. The 'Liable Person' field is empty, and the reveal date is missing.

Inconsistency between 'Restricted procedure' and 'Dynamic Purchasing System'.
Missing 'Liable Person' information.
Sustainability20/100

The tender makes no explicit mention of green procurement, social aspects, or innovation focus. This indicates a lack of integration of modern sustainability principles into the procurement process.

No green procurement criteria.
No social criteria.

Strengths

Clear overall purpose and scope for the Dynamic Purchasing System.
High estimated value and long contract duration (up to 10 years).
E-Procurement is enabled, supporting electronic submissions.
Opportunity is divided into six categories, promoting specialist participation.
Ample time for initial application submission (over 6 months from today's date).

Concerns

Critical 'Document A - DPS Pre-Qualification Guidance' is referenced but not clearly provided or identified.
Absence of specific evaluation criteria for admission to the DPS in the notice.
Detailed eligibility, technical, and financial requirements are deferred to an external, unprovided document.
Inconsistency in the stated procedure type (Restricted vs. DPS).
Lack of direct URL for accessing tender documents.

Recommendations

1. Ensure 'Document A - DPS Pre-Qualification Guidance' is clearly provided and easily accessible, ideally with a direct URL.
2. Clearly state the evaluation criteria for admission to the Dynamic Purchasing System within the tender documentation.
3. Clarify the procedure type to ensure consistency between the stated 'Restricted procedure' and the described 'Dynamic Purchasing System'.
