Original Tender Description

The Scottish Government have made a commitment from March 2021 to provide support where risks, due to unsafe cladding systems on external walls have been identified. The Single Building Assessment (SBA) programme has been introduced to carry out fully funded safety assessments to determine private residential multi-occupancy buildings with a fire safety risk. Tender Quality Score

This tender for fire safety assessments in Scotland provides a clear service description but suffers from significant transparency and completeness issues, primarily due to missing evaluation criteria and a classified estimated value.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and assigns an appropriate CPV code. The submission deadline is exceptionally generous. However, the absence of a reveal date, classified estimated value, and the lack of specified mandatory exclusion grounds represent notable compliance deficiencies.

Missing reveal date
Estimated value classified
Clarity80/100

The description of the Single Building Assessment program and the technical capability requirements are clear and unambiguous. However, the complete absence of evaluation criteria is a major flaw, making it unclear how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, description, deadlines, and duration are provided. However, critical elements like evaluation criteria, specific financial requirements, and mandatory exclusion grounds are missing. The estimated value is also not disclosed.

Missing evaluation criteria
Estimated value not disclosed (classified)
Fairness65/100

The tender supports e-procurement and its technical requirements appear generic, not tailored. However, the classified estimated value and, most critically, the complete absence of evaluation criteria severely undermine transparency and fairness, making it difficult for bidders to prepare competitive proposals.

Estimated value classified
No evaluation criteria specified
Practicality75/100

Electronic submission is supported, and the contract duration is clearly specified. However, the contract start date is not provided, and the classified estimated value limits the availability of crucial financing information for bidders' planning.

Contract start date not known
Financing information (estimated value) not available
Data Consistency90/100

Key fields are largely populated, and there are no reported disputes or suspensions. Dates are logical and consistent, with a very long lead time to the submission deadline. Minor omissions include the 'Liable Person' and 'Code: N/A' for procedure type.

Liable Person field is empty
Procedure type code is N/A
Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not EU funded, which often correlates with higher sustainability standards.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear and detailed description of the required services
Exceptionally generous submission deadline (2 years)
E-Procurement enabled, promoting accessibility
Technical capability requirements are relevant and clear
Tender is divided into parts, potentially encouraging SME participation

Concerns

Complete absence of evaluation criteria, severely impacting clarity and fairness
Estimated contract value is classified, hindering transparency
No specific mandatory exclusion grounds or financial requirements provided
Missing reveal date for the tender
Lack of explicit sustainability, social, or innovation considerations

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure transparency and fairness in the assessment process.
2. Disclose the estimated contract value to allow bidders to properly assess the opportunity and allocate resources.
3. Clearly state all mandatory exclusion grounds and any specific financial requirements for participation.
