Original Tender Description

Worcestershire County Council is inviting suppliers to tender for a place on a revised replacement DPS. The current DPS provides CQC registered supported living services to adults with a range of social care needs across the county. This provision varies from support in people’s homes within the community, to semi-independent living flats, shared supported living houses and individual services with 24/7 support. There are around 740 people receiving supported living support from the Council, the majority of this is through the current DPS (ref WCC00001786). Current DPS suppliers will need to re-tender. The DPS will create three Lots, and applicants can apply for any combination:• Lot 1 – Supported Living Tier 1 and 2, (LD, MH, PD and VA).• Lot 2 - Complex Mental Health (LD, MH, PD and VA).• Lot 3 - Only Mental Health support with no personal care. Please refer to the full tender documentation.

Tender Quality Score

This tender for a Supported Living DPS has a clear service description and well-defined eligibility/technical requirements, but it suffers from significant deficiencies in legal consistency, completeness, clarity, fairness, and practicality.

Score Breakdown

Legal Compliance60/100

The procedure type and CPV codes are correctly identified, and the submission deadline provides ample time. However, the 'Contract Start' date (2023-09-30) is in the past relative to the current date (2026-01-18), which is a significant legal and procedural inconsistency. The value is classified, and details on mandatory exclusion grounds are not provided in the summary, requiring reference to full documentation.

Contract start date is in the past, creating a major procedural inconsistency.
Estimated value is classified, reducing transparency.
Clarity65/100

The description of the DPS and its three lots is clear and understandable. The AI-extracted eligibility and technical requirements are well-defined. However, the complete absence of specified evaluation criteria is a major clarity deficiency. Furthermore, details on mandatory exclusion grounds and financial requirements are not provided in the summary, requiring bidders to consult the full documentation.

No evaluation criteria specified.
Mandatory exclusion grounds and financial requirements not detailed in the summary.
Completeness60/100

Basic information such as title, reference, organization, deadlines, and duration are provided. Location and CPV codes are also present. A document is attached and summarized. However, the tender is incomplete due to the undisclosed estimated value, the explicit lack of evaluation criteria, and the absence of detailed mandatory exclusion grounds and financial requirements in the provided summary.

No evaluation criteria specified.
Estimated value is not disclosed.
Fairness55/100

The requirements appear generic and not tailored to a specific company, and the long submission deadline is fair for preparation. The explicit mention that current DPS suppliers must re-tender promotes a level playing field. However, the classified estimated value reduces transparency. Critically, the absence of specified evaluation criteria severely undermines fairness, as bidders cannot objectively assess how their proposals will be judged. The lack of e-submission also presents a barrier to equal access.

No evaluation criteria specified, undermining objective assessment.
Estimated value is classified, reducing transparency.
Practicality45/100

The duration is clearly specified. However, the tender lacks support for electronic submission, which is a practical drawback in modern procurement. A direct URL to the full tender documentation is not provided in the input. The 'Contract Start' date being in the past (2023-09-30) for an active tender in 2026 is highly impractical and confusing for potential suppliers. Financing information is not available beyond the classified value.

No electronic submission supported.
No document URL provided in the input.
Data Consistency40/100

Most key fields are populated, and there are no reported disputes or suspensions. However, there is a critical inconsistency regarding dates: the 'Contract Start' date (2023-09-30) is significantly in the past relative to the current date (2026-01-18), which is illogical for a new tender process. Minor inconsistencies include 'Liable Person' being empty and 'Code: N/A' for Type/Procedure.

Contract start date is inconsistent with the current date and tender status.
Liable Person field is empty.
Sustainability55/100

The tender explicitly includes 'Social Criteria' and the nature of the service (supported living) inherently addresses significant social needs. However, there is no indication of green procurement initiatives or a focus on innovation. The tender is also not EU funded.

No explicit focus on green procurement.
No explicit focus on innovation.

Strengths

Clear description of services and lot structure.
Well-defined eligibility and technical capability requirements.
Long and reasonable submission deadline.
Explicit inclusion of social criteria.
No reported disputes or suspensions.

Concerns

Contract start date is in the past, indicating a significant data inconsistency or procedural issue.
Absence of specified evaluation criteria, severely impacting clarity and fairness.
Estimated value is not disclosed, reducing transparency.
Lack of electronic submission support and direct document URL.
Mandatory exclusion grounds and financial requirements not detailed in the summary.

Recommendations

1. Clarify or correct the 'Contract Start' date to reflect the actual start of the new contract period.
2. Provide comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
3. Disclose the estimated value to aid suppliers in assessing market viability and resource allocation.
