Tender Quality Score

This tender presents a clear service description and strong practical aspects, but its quality is significantly hampered by the critical absence of evaluation criteria and a complete lack of sustainability, social, and innovation considerations.

Score Breakdown

Legal Compliance75/100

The tender clearly defines an Open procedure and assigns an appropriate CPV code. The submission period of 19 days (from 2026-01-18 to 2026-02-06) is reasonable and exceeds typical minimums. No disputes or suspensions are indicated. However, the provided information lacks the tender's reveal date, and the AI summary notes that mandatory exclusion grounds require consulting full documents, suggesting they are not explicitly detailed in the provided overview.

Missing tender reveal date in provided data for full assessment
Mandatory exclusion grounds not explicitly detailed in provided overview, requiring external document consultation
Clarity65/100

The description of services is clear and detailed, outlining tasks across multiple market locations. AI-extracted requirements are well-structured and understandable. A significant concern, however, is the explicit absence of evaluation criteria in the provided information, which is crucial for bidders to understand how their proposals will be assessed.

No evaluation criteria specified in the provided information
Completeness60/100

Basic information such as title, reference, organization, deadlines, estimated value, duration, and location are all present. While the tender documents are accessible via a portal, only a summary of one document is provided out of four, and critically, evaluation criteria are explicitly missing from the provided information.

Missing evaluation criteria
Only one document summary provided out of four total documents
Fairness55/100

Full document access is provided via an e-procurement portal, and the estimated value is disclosed, promoting transparency. However, the absence of specified evaluation criteria is a major impediment to fairness, as bidders cannot objectively tailor their proposals. While the 19-day submission period is legally acceptable, for a complex multi-service contract of this value, it offers limited time for comprehensive preparation, potentially disadvantaging smaller bidders. The requirement for a single company to provide diverse services across multiple sites, while not explicitly tailored, could limit competition.

No evaluation criteria specified
Submission period for a complex tender is not overly generous
Practicality90/100

The tender fully supports electronic submission via a dedicated portal, and the URL is clearly provided. The contract start date, estimated value, and duration (including extension options) are all clearly specified, enhancing practical planning for potential bidders. The automated check result 'No e-submission' is incorrect, as e-submission is explicitly supported.

Data Consistency90/100

Key fields are largely populated, and dates are logical and consistent. There are no reported disputes or suspensions. The estimated value in EUR is consistent with the GBP equivalent mentioned in the document summary. Minor gaps include the 'Liable Person' field and 'N/A' codes for procedure type. The automated check result 'Deadline may be too short' is inconsistent with the calculated 19-day period, which is reasonable.

'Liable Person' field is empty
'N/A' codes for procedure type
Sustainability20/100

The tender does not explicitly incorporate any green procurement, social responsibility, or innovation-focused criteria. This represents a significant missed opportunity for a public contract of this scale to contribute to broader sustainability goals.

No green procurement criteria
No social criteria

Strengths

Clear description of services and locations
Full e-procurement support and document access
Transparent disclosure of estimated value and contract duration
Appropriate CPV code and open procedure type
Logical and consistent timeline and financial data

Concerns

Absence of specified evaluation criteria
Lack of explicit sustainability, social, or innovation requirements
Reliance on full tender documents for mandatory exclusion grounds
The submission period, while legally compliant, is not generous for a complex, high-value contract
Only a summary of one document provided in the analysis, not all four

Recommendations

1. Publish clear and comprehensive evaluation criteria to ensure transparency and fairness.
2. Integrate specific sustainability, social, and innovation requirements into the tender.
3. Ensure all mandatory exclusion grounds are explicitly detailed in the main tender overview.
