Tender Quality Score

This tender establishes a well-structured Dynamic Purchasing System (DPS) for specialist pharmacy courier services, offering flexibility for suppliers. However, it suffers from significant clarity and completeness issues, particularly the absence of explicit evaluation criteria, which undermines fairness and transparency for future contract awards.

Score Breakdown

Legal Compliance75/100

The tender correctly identifies the procedure as a Dynamic Purchasing System (DPS) and assigns an appropriate CPV code. The long duration of the DPS is compliant with procurement regulations. However, the AI summary indicates that 'No specific mandatory exclusion grounds are explicitly stated,' which are statutory requirements and should be clearly referenced or detailed.

No specific mandatory exclusion grounds are explicitly stated (based on AI summary)
Clarity60/100

The description of the DPS and its two-stage process is clear. However, the tender lacks explicit statements regarding mandatory exclusion grounds, specific financial requirements, and critically, evaluation criteria for the second stage of the DPS. This significantly hinders a bidder's ability to understand how their offers will be assessed.

Missing evaluation criteria
No specific mandatory exclusion grounds are explicitly stated
Completeness65/100

Basic information such as title, reference, organization, value, duration, and CPV code are well-provided. However, the tender is incomplete in critical areas, specifically the absence of detailed financial requirements and, most importantly, the evaluation criteria. Only one of four tender documents has a content summary, suggesting potential information gaps in the provided analysis context.

Missing evaluation criteria
No specific financial requirements are explicitly stated
Fairness60/100

The DPS structure, allowing continuous application, and the use of e-procurement promote fair access. The estimated value is disclosed, and requirements appear generic. However, the absence of specified evaluation criteria is a significant fairness concern, as it prevents transparent and objective assessment of bids in the second stage.

Missing evaluation criteria
Practicality65/100

The tender supports e-procurement, which enhances practicality. The duration is clearly specified. However, a direct document URL is not provided in the summary, and the contract start date is not specified. There's also a contradiction between 'E-Procurement' characteristic and 'No e-submission' in automated checks, which creates ambiguity. Assuming e-procurement implies e-submission.

No document URL provided
Contract start date not specified
Data Consistency70/100

Most key fields are populated, and the status and dispute counts are consistent. Dates are logical for a long-term DPS. However, the absence of a 'reveal date' and the contradiction between the 'E-Procurement' characteristic and the 'No e-submission' automated check represent inconsistencies.

Missing reveal date
Contradiction regarding e-submission (E-Procurement vs. No e-submission)
Sustainability20/100

The tender does not explicitly mention any green procurement aspects, social criteria, or innovation focus. This indicates a lack of integration of sustainability principles, which is a common area for improvement in modern public procurement.

Not green procurement
No social criteria

Strengths

Clear description of the Dynamic Purchasing System (DPS) and its two-stage process
Long duration and continuous application for the DPS promote broad supplier participation
Estimated value is disclosed, and e-procurement is enabled
Appropriate CPV code and NUTS code are provided
No disputes or suspensions, indicating a stable process

Concerns

Critical absence of specified evaluation criteria for the second stage of the DPS
Lack of explicit mandatory exclusion grounds and specific financial requirements in the summary
No explicit mention of green, social, or innovation aspects
Contradiction regarding e-submission (E-Procurement characteristic vs. automated check)
Only one of four tender documents has a content summary, limiting full analysis

Recommendations

1. Clearly define and publish the evaluation criteria for the second stage of the DPS to ensure transparency and fairness.
2. Explicitly state or reference all mandatory exclusion grounds and specific financial requirements.
3. Integrate sustainability criteria (environmental, social, innovation) into the tender requirements where applicable.
