Tender Quality Score

This tender is currently in a 'planning' status, serving as a pre-tender announcement with clear project scope but significant gaps in detailed requirements and evaluation criteria, limiting a full quality assessment.

Score Breakdown

Legal Compliance75/100

The tender outlines an open procedure with a clearly defined CPV code and reasonable deadlines from its stated opening date. No disputes are reported. However, as a planning notice, the full tender documentation with all legally required disclosures is not yet published, which limits a comprehensive assessment of the tender's full compliance.

Full tender documentation not yet published
Clarity60/100

The project description and technical scope for the skate park design and construction are clear and unambiguous. However, critical details such as comprehensive eligibility, exclusion, financial requirements, and especially evaluation criteria are explicitly stated as missing or are not provided, making the overall tender requirements unclear.

Missing evaluation criteria
Missing detailed eligibility, exclusion, and financial requirements
Completeness50/100

While basic information like title, reference, organization, estimated value, duration, and detailed location is provided, the tender is explicitly incomplete as 'Full details will be made available when the open and competitive tender opens on 26th January 2026.' Only a summary of one document is available, not the full tender documents, and key requirements are absent.

Full tender documents not available
Key requirements (eligibility, financial, evaluation criteria) missing
Fairness60/100

The absence of specified evaluation criteria is a significant fairness concern, as it prevents potential suppliers from understanding how their bids will be objectively judged. The requirement for an in-person presentation, without clear evaluation metrics, could introduce subjectivity. Furthermore, the lack of e-submission limits equal access, and full tender documents are not yet accessible.

No specified evaluation criteria
No electronic submission (e-submission)
Practicality65/100

The tender lacks electronic submission capabilities and a direct URL for accessing full documents, which are practical drawbacks in modern procurement. However, contact information for informal discussions is provided, and key dates such as contract start and duration are clearly specified.

No electronic submission (e-submission)
No direct document URL provided
Data Consistency90/100

Most key fields are populated, and all dates provided (tender opening, submission, presentation, contract start) are logical and consistent. There are no reported disputes or suspensions. Minor omissions include the 'Liable Person' field and 'N/A' codes for procedure type.

'Liable Person' field empty
N/A codes for procedure type
Sustainability50/100

The tender explicitly highlights an 'Innovation Focus,' which is a positive characteristic. However, it does not include any specified green procurement criteria or social aspects, indicating a missed opportunity to integrate broader sustainability considerations into the project.

No green procurement criteria
No social criteria
