Original Tender Description

Peel Ports owns and operates six of the UK’s most important ports (Port of Liverpool, Heysham Port, Manchester Ship Canal, Medway (Sheerness / Chatham), Clydeport (Greenock, Hunterston, Ardrossan) and Great Yarmouth). It also operates a container terminal in Dublin. All of these locations require dredging services. This Dynamic Purchasing System (DPS) has been established to bring together the majority of Peel Ports’ dredge requirements under a single procurement route whilst still retaining the flexibility to allow maximum competition for each and every dredge.

Tender Quality Score

This tender for dredging services, structured as a Dynamic Purchasing System, provides clear scope and value but suffers from a lack of detailed requirements and, critically, missing evaluation criteria in the provided summary.

Score Breakdown

Legal Compliance75/100

The tender utilizes appropriate CPV codes and a DPS procedure, indicating adherence to procurement best practices. The submission period is ample. However, the classification as 'Restricted procedure' alongside 'DPS' is confusing, and the 'Missing reveal date' is a minor transparency concern. As Peel Ports is a private entity, strict public procurement regulations may not apply, but the use of public procurement frameworks suggests an intent for robust process.

Inconsistent procedure type (Restricted vs. DPS)
Missing reveal date
Clarity65/100

The overall description of the dredging services and the purpose of the DPS is clear. However, the AI-extracted requirements consistently defer to 'full procurement documents' for details, and crucially, evaluation criteria are explicitly missing, significantly reducing the clarity of the tender summary for potential bidders.

No evaluation criteria specified
Detailed requirements are not present in the summary, deferring to external documents
Completeness60/100

Basic information such as title, reference, organization, value, duration, and CPV code is complete. However, the summary lacks detailed requirements and, most notably, evaluation criteria, which are essential for a comprehensive tender document. The main document being a 'notice' rather than the full tender package also contributes to this.

Missing detailed requirements in the summary
No evaluation criteria specified
Fairness60/100

The tender discloses the estimated value, provides ample time for submission, and the requirements appear generic, suggesting a fair approach. E-procurement is enabled. However, the complete absence of evaluation criteria is a significant fairness concern, as bidders cannot objectively understand how their proposals will be assessed.

No evaluation criteria specified, impacting transparency and objectivity
Practicality70/100

Electronic submission is supported, and the duration of the contract is clearly specified. The document summary implies links to full procurement documents are available. However, the contract start date is not provided, and detailed financing information beyond the estimated value is absent.

Contract start date not specified
Detailed financing information beyond estimated value is not available
Data Consistency65/100

Most key fields are populated, and dates are logical. However, there is an inconsistency in classifying the procedure as 'Restricted' while simultaneously describing it as a 'Dynamic Purchasing System (DPS)'. The automated check's flag of 'No e-submission' also contradicts the 'E-Procurement' characteristic.

Inconsistency between 'Restricted procedure' and 'Dynamic Purchasing System (DPS)'
Contradiction regarding e-submission support
Sustainability20/100

The tender does not include any explicit mention of green procurement, social aspects, or innovation focus. This represents a missed opportunity for integrating sustainability considerations into a significant long-term service contract.

No green procurement criteria
No social criteria

Strengths

Clear description of service scope and locations
High estimated value and long contract duration
E-Procurement enabled for accessibility
Appropriate CPV code and NUTS code provided
Ample time provided for submission

Concerns

Critical absence of evaluation criteria
Reliance on external documents for all detailed requirements
Inconsistency in procedure type classification (Restricted vs. DPS)
Lack of sustainability, social, or innovation considerations
Missing contract start date

Recommendations

1. Ensure all detailed requirements and, crucially, evaluation criteria are clearly specified within the primary tender documentation or summary.
2. Clarify the exact procurement procedure type to avoid ambiguity (e.g., explicitly state DPS without conflicting 'Restricted' labels).
3. Integrate sustainability, social responsibility, and innovation criteria into the tender to align with modern procurement best practices.
