Tender Quality Score

This tender exhibits critical flaws in fairness and legal compliance, primarily due to the 'Max Participants: 1' characteristic and a significant contradiction in evaluation criteria, despite otherwise comprehensive documentation.

Score Breakdown

Legal Compliance30/100

The 'Max Participants: 1' characteristic is a severe legal compliance issue, fundamentally undermining competition and transparency. The contradiction between 'relative_weighting' and 'lowest price' for evaluation criteria also represents a significant legal flaw. While deadlines are reasonable and CPV codes are appropriate, these critical issues warrant a very low score.

'Max Participants: 1' without justification
Contradiction in evaluation criteria ('relative_weighting' vs. 'lowest price')
Clarity55/100

While the technical description and submission requirements are generally clear, the fundamental contradiction regarding evaluation criteria ('relative_weighting' vs. 'lowest price') creates significant ambiguity and reduces overall clarity for bidders.

Contradiction in evaluation criteria
Completeness85/100

The tender provides a comprehensive set of information, including basic details, financial information, timelines, classification, and a full list of required documents. All essential elements for a tender are present, even if some contain inconsistencies.

Fairness25/100

The 'Max Participants: 1' characteristic is a critical fairness concern, strongly suggesting a tailored procurement or a lack of genuine competition. This, combined with the inconsistent evaluation criteria, severely compromises the principles of equal treatment and transparency.

'Max Participants: 1' characteristic
Inconsistent evaluation criteria
Practicality85/100

The tender scores well on practicality, supporting electronic submission, providing clear timelines, a contract start date, and estimated value. The e-procurement platform is specified for opening.

Data Consistency40/100

The most significant issue is the direct contradiction between the stated 'relative_weighting' for evaluation criteria and the explicit instruction that the 'successful bidder will be selected solely based on the lowest price'. This is a critical data inconsistency.

Contradiction in evaluation criteria ('relative_weighting' vs. 'lowest price')
Sustainability60/100

The tender explicitly mentions 'Green Procurement' as a characteristic, which is a positive aspect. However, it lacks specific criteria or focus on social aspects or innovation, and is not EU funded.

Lack of explicit social criteria
No innovation focus

Strengths

Clear description of the required robotic surgery system
Comprehensive submission requirements and documents
Support for electronic submission and e-procurement
Value disclosed and reasonable submission period
Explicit mention of Green Procurement

Concerns

'Max Participants: 1' characteristic, indicating potential tailoring or lack of competition
Critical contradiction in evaluation criteria ('relative_weighting' vs. 'lowest price')
Ambiguity in procedure type codes (N/A)
Lack of explicit social or innovation criteria
AI unable to process .dwg and .xml files (minor impact on analysis)

Recommendations

1. Immediately clarify or rectify the 'Max Participants: 1' characteristic, providing robust legal justification if intended, or removing it if an error.
2. Resolve the contradiction in evaluation criteria to ensure transparency and legal compliance.
3. Consider incorporating social and innovation aspects to enhance the tender's overall sustainability profile.
