Tender Quality Score

This tender provides a clear description of the required training services but suffers from critical omissions, particularly the lack of evaluation criteria, which significantly impacts its fairness and legal compliance.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes correctly, and there are no disputes. However, the absence of a reveal date and, more critically, the complete lack of specified evaluation criteria are significant legal compliance issues, undermining transparency and equal treatment principles.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the required training and the AI-extracted requirements are clear and unambiguous. However, the complete absence of evaluation criteria makes it unclear for bidders how their proposals will be assessed, which is a major clarity deficit.

No evaluation criteria specified
Completeness70/100

Basic information, financial details, and timelines are well-defined. However, the critical omission of evaluation criteria is a major completeness flaw. Additionally, only one of four documents is summarized, and the main PDF is listed as 'Required: No', raising concerns about full document visibility.

No evaluation criteria specified
Only 1 of 4 documents summarized, 'Official PDF Version' listed as 'Required: No'
Fairness65/100

The estimated value is disclosed, and requirements appear generic rather than tailored. Electronic submission via a portal supports equal access. Nevertheless, the complete absence of evaluation criteria severely compromises the objectivity and transparency of the evaluation process, posing a significant fairness concern.

No evaluation criteria specified
Missing reveal date impacts assessment of preparation time reasonableness
Practicality65/100

Electronic submission via the Jaggaer portal is supported, and the contract start date and duration are clear. However, the lack of a direct document URL and the confusing 'Required: No' status for the official PDF create practical hurdles for potential bidders.

No direct document URL provided
'Official PDF Version' listed as 'Required: No' is confusing
Data Consistency90/100

The tender exhibits good data consistency with logical dates and no reported disputes. Minor inconsistencies include an empty 'Liable Person' field and the missing reveal date. The contradiction regarding e-submission between AI-extracted and automated checks is noted but the AI-extracted is prioritized.

Liable Person field is empty
Missing reveal date
Sustainability50/100

The tender does not include any specific requirements or considerations related to green procurement, social aspects, or innovation. It is also not EU funded, which often correlates with higher sustainability standards.

No green procurement focus
No social criteria

Strengths

Clear description of required services and detailed AI-extracted requirements
Estimated value and contract duration are clearly specified
Electronic submission via a dedicated portal (Jaggaer) is supported
Logical timeline for submission and contract start
CPV codes and procedure type are correctly defined

Concerns

Critical absence of evaluation criteria, impacting legal compliance, clarity, and fairness
Missing tender reveal date, hindering assessment of preparation time reasonableness
Incomplete document access/summarization (only 1 of 4 documents summarized, main PDF listed as 'Required: No')
Lack of a direct URL for tender documents, creating practical access barriers
No integration of sustainability, social, or innovation considerations

Recommendations

1. Immediately publish clear, objective, and transparent evaluation criteria to ensure fair competition and legal compliance.
2. Provide the tender reveal date and ensure all tender documents are fully accessible via a direct URL and clearly marked.
3. Consider integrating sustainability, social, and innovation aspects into future tenders to align with modern procurement best practices.
