Tender Quality Score

This tender for a Schools' Grounds Maintenance DPS is severely lacking in detailed documentation and essential requirements, making it difficult for potential suppliers to understand the full scope and assessment criteria. While the DPS structure and lotting strategy are positive, the absence of core legal, financial, and detailed technical requirements, along with no attached documents, presents significant concerns regarding fairness and transparency.

Score Breakdown

Legal Compliance100/100

The tender information, as provided, lacks crucial details regarding mandatory exclusion grounds and basic eligibility requirements, which are fundamental for legal compliance in public procurement. The absence of any attached documents further exacerbates this concern, as these details would typically be found within the tender documentation.

Absence of specified mandatory exclusion grounds
Absence of specified basic eligibility requirements (e.g., legal form, registration)
Clarity40/100

While the overall purpose and structure of the DPS (lots, geographical areas) are clearly described, the lack of any detailed requirements or attached documents severely compromises the clarity for potential bidders. The technical capability requirements are vague, offering no insight into how 'ability' will be assessed.

Vague technical capability requirements without assessment criteria
Lack of detailed specifications for services
Completeness83/100

The tender information is critically incomplete. There are no attached documents, no detailed mandatory exclusion grounds, no eligibility requirements, no financial requirements, and no explicit evaluation criteria. This makes it impossible for a bidder to prepare a comprehensive and compliant application.

No attached tender documents
Missing mandatory exclusion grounds
Fairness80/100

The absence of detailed requirements, particularly financial and technical assessment criteria, along with no attached documents, creates a significant risk of subjective evaluation. This lack of transparency could undermine fairness and equal treatment among potential suppliers. The broad 'ability to provide' requirements, without further detail, could potentially favor incumbent suppliers or those with prior knowledge.

Risk of subjective evaluation due to lack of detailed criteria
Potential for unequal treatment due to lack of transparency
Practicality40/100

The DPS structure with 18 geographical lots and an option for a comprehensive Lot 18 is practical for encouraging participation from both local SMEs and larger providers. However, the complete absence of documents and detailed requirements makes it impractical for suppliers to understand what is truly required to join the DPS.

Impractical for suppliers to prepare applications without detailed documentation
Lack of clarity on assessment process hinders practical application strategy
Data Consistency100/100

The provided data is internally consistent regarding the basic information and description. However, the consistency cannot be fully assessed without the actual tender documents, which are missing.

Sustainability0/100

The provided information does not include any mention of green procurement, social criteria, or innovation focus. For a long-term service contract of this nature, integrating sustainability aspects would be beneficial and is a missed opportunity.

Absence of green procurement criteria
Absence of social criteria

Strengths

Concerns

Missing mandatory exclusion grounds and basic eligibility requirements.
Lack of specific financial requirements (e.g., turnover, insurance).
Vague technical capability requirements without clear assessment criteria.
Absence of explicit evaluation criteria for joining the DPS.

Recommendations
