Tender Quality Score

This tender for Non-Emergency Patient Transport Services is well-structured with clear service descriptions and geographical lots, but suffers from critical omissions regarding evaluation criteria and detailed financial/exclusion requirements in the provided summary, alongside some data inconsistencies.

Score Breakdown

Legal Compliance75/100

The tender defines an Open procedure and uses an appropriate CPV code. The 40-day submission period is reasonable for a procurement of this scale. While mandatory exclusion grounds and financial requirements are not detailed in the summary, it directs bidders to the full documents, which is standard practice for a notice. No disputes are reported.

Missing explicit reveal date in the provided data.
Clarity60/100

The service scope, geographical areas, and LOT structure are clearly described. Eligibility and technical requirements are understandable. However, the complete absence of evaluation criteria is a significant clarity issue, and the summary lacks detail on mandatory exclusion grounds and financial requirements.

Mandatory exclusion grounds and financial requirements not detailed in the summary
Completeness65/100

Basic information such as title, organization, reference, value, and deadlines is provided. The service description is comprehensive. However, critical elements like evaluation criteria, full mandatory exclusion grounds, and detailed financial requirements are missing from this summary, requiring reference to external documents. There's also a slight inconsistency in contract duration/start dates.

Missing evaluation criteria
Mandatory exclusion grounds and financial requirements not detailed
Fairness60/100

The tender value is disclosed, e-procurement is enabled, and requirements do not appear tailored. The division into LOTs promotes broader participation. However, the absence of specified evaluation criteria is a major concern for fairness, as bidders cannot adequately prepare competitive proposals without understanding how they will be assessed.

No evaluation criteria specified
Practicality70/100

Electronic submission via the Ariba portal is supported, enhancing practicality. The contract duration and service commencement date are mostly clear, although with a minor inconsistency. A direct URL to the Ariba portal is not explicitly provided in the snippet, which would improve immediate access.

Direct URL to Ariba portal not explicitly provided in the snippet
Minor inconsistency in contract start date
Data Consistency60/100

Most key fields are populated, and there are no reported disputes. However, there is a notable inconsistency between the "TIMELINE" fields (Contract Duration: 106 months, Contract Start: 2026-06-29) and the detailed "DESCRIPTION" (initial 5 years + 3 years option from 01 April 2027, expiring 31 March 2035). This discrepancy needs clarification.

Inconsistency in contract start date and total duration between structured fields and detailed description
Sustainability30/100

The provided tender information does not include any explicit mention of green procurement, social aspects, or innovation focus. This is a significant omission for a large-scale public procurement in the current climate.

No sustainability criteria (environmental, social, innovation) mentioned

Strengths
