Tender Quality Score

This tender for Employability Services, structured as a Dynamic Purchasing System (DPS), demonstrates good clarity in its service description and strong social sustainability aspects. However, significant concerns exist regarding the absence of explicit evaluation criteria for DPS admission and missing financial requirements, which impact fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure as a DPS under Scottish Regulations, and the CPV code is appropriate. The submission deadline provides ample time for a continuously open DPS. However, the missing reveal date and lack of explicit financial requirements for initial DPS application are minor concerns.

Missing reveal date
No specific financial requirements explicitly stated for initial DPS application
Clarity60/100

The description of the services, the 'No One Left Behind' strategy, and the AI-extracted eligibility and technical requirements are clear and unambiguous. However, the critical absence of specified evaluation criteria for admission to the DPS significantly hinders clarity for potential bidders.

No evaluation criteria specified for DPS admission
Completeness65/100

Basic information such as title, reference, organization, value, duration, and CPV code are well-provided. However, the tender lacks explicit evaluation criteria and specific financial requirements for initial DPS application. The 'Required: No' status for the 'Official PDF Version' is also ambiguous.

No evaluation criteria specified
No specific financial requirements explicitly stated
Fairness60/100

The tender's requirements appear generic and not tailored to a specific company, and the value is disclosed. However, the complete absence of evaluation criteria for DPS admission is a major fairness concern, as bidders cannot understand the basis of selection. A contradiction regarding e-procurement also raises minor questions.

No evaluation criteria specified for DPS admission
Contradiction between 'E-Procurement' characteristic and 'No e-submission' automated issue
Practicality65/100

The duration is clearly specified. While 'E-Procurement' is listed as a characteristic, the automated check flags 'No e-submission', creating an inconsistency. A direct document URL is not provided, and the contract start date is not explicitly stated.

Contradiction regarding e-submission capabilities
Document URL not explicitly provided
Data Consistency70/100

Most key fields are populated, and dates are logical. However, there is a notable contradiction between the 'E-Procurement' characteristic and the 'No e-submission' automated issue. Similarly, the 'Sustainability' characteristics (Innovation, Social) conflict with the 'Not green procurement' automated flag. Some fields like 'Liable Person' are empty.

Contradiction between 'E-Procurement' characteristic and 'No e-submission' automated issue
Contradiction between sustainability characteristics and automated check result
Sustainability80/100

The tender explicitly highlights 'Innovation Focus' and 'Social Criteria' as characteristics. The 'No One Left Behind (NOLB)' strategy demonstrates a strong commitment to social aspects, supporting unemployed and low-income individuals. While not explicitly 'green', its social and innovation focus contributes significantly to sustainability.

Not explicitly focused on 'green' procurement aspects

Strengths

Clear description of services and 'No One Left Behind' strategy
Strong focus on social criteria and innovation
Utilizes a Dynamic Purchasing System (DPS) for flexibility and continuous access
Estimated value and contract duration are clearly specified
Requirements for eligibility and technical capability are well-defined

Concerns

Absence of explicit evaluation criteria for DPS admission
Lack of specific financial requirements for initial DPS application
Contradiction regarding e-submission capabilities
Missing reveal date for the tender notice
Ambiguity surrounding the 'Official PDF Version' document status

Recommendations

1. Clearly define and publish the evaluation criteria for admission to the Dynamic Purchasing System.
2. Specify any initial financial requirements for DPS applicants to ensure transparency and completeness.
3. Clarify and ensure consistency regarding e-submission capabilities and provide a direct document URL.
