Tender Quality Score

This tender provides a clear project description and requirements but suffers from critical omissions regarding evaluation criteria and the lack of e-submission, impacting fairness and transparency. While basic information is well-defined, the overall process could be significantly improved.

Score Breakdown

Legal Compliance75/100

The tender correctly identifies the procedure type (below threshold - open competition) and CPV code. No disputes or suspensions are noted. However, the absence of explicitly stated mandatory exclusion grounds and a missing reveal date are minor transparency issues, though acceptable for a below-threshold tender.

Missing explicit mandatory exclusion grounds
Missing reveal date
Clarity60/100

The project description and AI-extracted requirements for the contractor's deliverables are clear and unambiguous. However, the complete absence of specified evaluation criteria is a significant flaw, making it impossible for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information, including title, reference, organization, value, duration, and CPV code, is present. A document is attached. However, the critical omission of evaluation criteria and the lack of elaboration on the 'Divided into Parts' characteristic reduce the overall completeness.

Missing evaluation criteria
"Divided into Parts" characteristic not elaborated
Fairness55/100

The lack of evaluation criteria severely compromises the fairness and transparency of the procurement process, as bidders cannot objectively prepare their proposals or understand the basis of selection. The absence of e-submission also limits equal access for potential bidders.

No evaluation criteria specified
No e-submission supported
Practicality65/100

The tender provides clear contract start and duration dates, and the estimated value is known. However, the lack of electronic submission (e-submission) is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders.

No e-submission supported
Data Consistency90/100

The tender data is largely consistent and logical, with key dates and financial information aligning. Minor inconsistencies include an empty 'Liable Person' field and N/A codes for procedure type, but these do not create significant contradictions.

Empty 'Liable Person' field
N/A codes for Type and Procedure
Sustainability50/100

The tender explicitly mentions an 'Innovation Focus' as a characteristic, which is a positive aspect for sustainability. However, it lacks any explicit green procurement or social criteria, indicating a limited scope in broader sustainability considerations.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear project description and requirements
Value, duration, and key dates are specified
Appropriate CPV code assigned
Explicit 'Innovation Focus' characteristic
High data consistency

Concerns

Critical absence of evaluation criteria
No electronic submission (e-procurement)
Missing explicit mandatory exclusion grounds
Lack of green or social procurement criteria
"Divided into Parts" characteristic not elaborated

Recommendations

1. Clearly define and publish detailed evaluation criteria to ensure transparency and fairness for all bidders.
2. Implement an e-submission platform to facilitate broader access and streamline the procurement process.
3. Consider incorporating green and social procurement criteria where relevant to enhance the tender's sustainability profile.
