Tender Quality Score

This tender for Child Criminal Exploitation Support Service is clear in its objectives and has a strong social focus, but it suffers from significant deficiencies in transparency due to missing evaluation criteria and limited document access.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV codes are appropriate. There are no reported disputes or suspensions, and the submission period is reasonable. However, the 'reveal date' is missing, which slightly hinders full transparency regarding the initial publication timeline.

Missing reveal date
Clarity60/100

The service description is clear and the AI-extracted eligibility and technical requirements are well-articulated. However, a significant deficiency is the explicit lack of specified evaluation criteria, which is crucial for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness65/100

Basic information such as title, organization, reference, value, duration, and deadlines are provided. Location and CPV codes are also present. A major concern is that only one out of four tender documents has content/summaries, implying critical information might be missing for bidders. The absence of evaluation criteria also impacts completeness.

Only 1 of 4 documents has content/summary
No evaluation criteria specified
Fairness55/100

The estimated value is disclosed, and the requirements appear generic and not tailored to a specific company. The submission deadline is reasonable. However, the lack of specified evaluation criteria significantly compromises transparency and objectivity. Furthermore, the absence of e-submission and the limited access to full tender documents (only one summary provided) reduce equal access and fairness for potential bidders.

No evaluation criteria specified
No e-submission
Practicality65/100

The contract start date and duration are clearly specified. However, the tender lacks support for electronic submission, which is a standard expectation for modern procurement processes. A direct URL to the full tender documents is also not provided in the given information, creating a practical hurdle for interested parties.

No e-submission
No document URL provided
Data Consistency85/100

Key dates are logical and consistent, and the tender status is active with no reported disputes. Most essential fields are populated. Minor inconsistencies include 'N/A' for procedure codes and an empty 'Liable Person' field.

"Liable Person" empty
"N/A" for procedure codes
Sustainability65/100

While the tender does not explicitly mention green procurement, innovation, or EU funding, the core service itself (Child Criminal Exploitation Support) is inherently focused on significant social welfare and safeguarding vulnerable populations. This strong social aspect contributes positively to its sustainability profile.

No explicit green procurement
No explicit innovation focus
