Tender Quality Score

This tender clearly outlines the technical requirements for a new Project Management Information System but is significantly hampered by critical omissions in legal compliance, completeness, and fairness, particularly the absence of mandatory exclusion/eligibility criteria and evaluation criteria. These gaps pose substantial risks to the transparency and legality of the procurement process.

Score Breakdown

Legal Compliance40/100

The tender lacks mandatory exclusion grounds, eligibility requirements, and evaluation criteria, which are fundamental for legal compliance. The missing reveal date also makes it difficult to confirm adherence to minimum publication periods.

Missing mandatory exclusion grounds
Missing eligibility requirements
Clarity65/100

While the technical requirements and project description are very clear and detailed, the complete absence of evaluation criteria creates significant ambiguity for potential bidders on how their proposals will be assessed.

No evaluation criteria specified
Completeness50/100

The tender is incomplete due to the absence of mandatory exclusion grounds, eligibility requirements, financial requirements for bidders, and evaluation criteria. Furthermore, only a summary of one document is provided, suggesting the full tender package might not be readily available.

Missing mandatory exclusion grounds
Missing eligibility requirements
Fairness45/100

The lack of specified evaluation criteria severely compromises the fairness and transparency of the process. The absence of an e-submission option also creates barriers to equal access for all potential bidders. However, the technical requirements appear generic and not tailored.

No evaluation criteria specified
No electronic submission option
Practicality55/100

The tender lacks support for electronic submission, which is a significant practical drawback in modern procurement. The absence of a direct document URL also reduces accessibility for interested parties.

No electronic submission supported
No document URL provided
Data Consistency60/100

While key dates and financial information are consistent, the explicit 'Not specified' for critical fields like mandatory exclusion, eligibility, and financial requirements indicates significant gaps in the structured data provided for the tender.

Key requirements (exclusion, eligibility, financial) explicitly stated as 'Not specified'
Liable Person field is empty
Sustainability30/100

The tender does not include any explicit criteria or focus on green procurement, social aspects, or innovation, resulting in a low sustainability score.

No green procurement focus
No social aspects mentioned

Strengths

Clear and detailed technical requirements for the PMIS
Well-defined project description and aims

CPV code and NUTS code are correctly assigned
Requirements are generic and not tailored to a specific vendor

Concerns

Absence of mandatory exclusion and eligibility criteria

Lack of specified financial requirements for bidders
No electronic submission option
Incomplete tender documentation (only one document summary provided)

Recommendations

1. Immediately publish comprehensive tender documents including mandatory exclusion grounds, eligibility, financial requirements, and detailed evaluation criteria.
2. Enable electronic submission to enhance accessibility and fairness for bidders.
3. Consider integrating sustainability and social responsibility criteria into future tenders.
