Original Tender Description

TfGM is aiming to establish a corporate Greater Manchester Contractor Recruitment Services Framework (GMCRSF) and is seeking to partner with recruitment agencies. The aim is to streamline the procurement of agency services at TfGM, addressing existing inefficiencies and inconsistencies. This initiative seeks to enhance operational efficiencies, improve the quality-of-service delivery, and ensure compliance with Procurement Act 2023. Currently, TfGM uses a Preferred Supplier List (PSL) of recruitment agencies to provide both permanent and contract personnel, covering positions from entry-level to management, across multiple departments such as IT, Project Management, Bus Services and Transport. The agencies on the PSL specialise in one or more professional areas. The Greater Manchester Contractor Recruitment Services Framework will be TfGM's preferred method for procuring contractor services. The proposed framework will encompass all contractor recruitment-related services required by TfGM over a four-year period and will be available for use across the entire organisation including GMCA, Greater Manchester councils, Fire service, and Greater Manchester Police. The framework will consist of 5 Lots and each Lot will cover a particular specialism.

Tender Quality Score

This tender presents a clear strategic objective for recruitment services but suffers from critical omissions regarding evaluation criteria, full document availability, and a significant date inconsistency, impacting overall quality and practicality.

Score Breakdown

Legal Compliance75/100

The tender states compliance with the Procurement Act 2023 and uses a correct CPV code. The 'Restricted' procedure is defined, and the submission period is exceptionally long, which is positive. However, the 'Code: N/A' for procedure type and the implied lack of full tender documents at this 'active' stage are minor concerns.

Procedure type code 'N/A'
Full tender documents not yet available for an 'active' tender
Clarity80/100

The tender's description is clear, outlining the purpose, scope, and structure into 5 Lots. AI-extracted requirements are well-articulated and understandable. The primary drawback is the complete absence of specified evaluation criteria, which is crucial for bidders.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, value, duration, and CPV/NUTS codes are provided. However, the tender is incomplete due to the explicit statement that full tender documents (SQ/ITT) are 'once released' and the missing evaluation criteria.

Full tender documents (SQ/ITT) not yet available
No evaluation criteria specified
Fairness85/100

The estimated value is disclosed, and the AI-extracted requirements appear generic and not tailored to a specific company, which promotes fair competition. However, the lack of evaluation criteria for the selection stage and the absence of e-submission are significant fairness concerns. Full document access is also pending.

No evaluation criteria specified for selection stage
No e-submission supported
Practicality65/100

The tender suffers from significant practical issues. Electronic submission is not supported, which is a major drawback for modern procurement. Critically, the contract start date is listed as identical to the submission deadline, which is an impossible and impractical timeline.

No e-submission supported
Contract start date identical to submission deadline
Data Consistency60/100

While most key fields are populated, there is a critical inconsistency: the contract start date is listed as 2026-12-01, which is the same as the submission deadline. This represents a fundamental logical error in the tender's timeline. Minor omissions include an empty 'Liable Person' field and 'N/A' codes for procedure type.

Contract start date is identical to submission deadline
Liable Person field is empty
Sustainability50/100

The tender does not explicitly include any green procurement, social aspects, or innovation focus. It is also not EU funded. This indicates a lack of emphasis on broader sustainability objectives.

No green procurement criteria
No social criteria

Strengths

Clear description of the framework's purpose and scope
High estimated value is fully disclosed
CPV and NUTS codes are correctly assigned
Requirements are generic and do not appear tailored to a specific company
Framework is divided into 5 Lots, promoting specialization and competition

Concerns

Absence of evaluation criteria for the selection stage
Full tender documents (SQ/ITT) are not yet available for an 'active' tender
Contract start date is identical to the submission deadline, a critical logical error
No electronic submission (e-submission) supported
Lack of explicit sustainability, social, or innovation criteria

Recommendations

1. Immediately publish detailed evaluation criteria for the selection stage (SQ/PQQ).
2. Provide clear access to all full tender documents (SQ/ITT) or a precise timeline for their release.
3. Correct the contract start date to reflect a realistic timeline post-award and contract signing.
