Original Tender Description

Suffolk Police, the Police and Crime Commissioner for Suffolk (PCC), Suffolk County Council and Community Safety Partnerships representatives from Babergh, East Suffolk, Mid Suffolk, Ipswich, and West Suffolk are seeking a delivery partner for a project that obtains and interprets the views of Suffolk residents on community safety. During 2025 a new Police and Crime Plan was developed covering the period 2025-2029, this has set out the policing priorities across Suffolk. The plan focuses on preventing crime and working with communities to make Suffolk a safer place to live, work, travel, and invest. This survey will offer partners across Suffolk an insight into the views of residents to help shape activity at a community safety partnership level. All partners also want to be able to ensure that longitudinal information is available to help inform current strategic priorities and delivery. The work will build upon themed and localised consultations previously undertaken along with needs assessments undertaken for strategy development. The partners are inviting bids from potential providers with extensive experience in large-scale, primary, human research within the community safety environment. This should specifically include policing, community safety, Criminal Justice and/or victims and witnesses of crime. The project will be a large scale, research survey giving a reliable and robust assessment of public perception of community safety and local policing. The successful provider would be expected to consult a representative cohort of Suffolk residents to seek their views and perceptions of community safety and local policing in the county to measure and understand progress being made against our priorities to inform policy and practice. This should be large enough to allow for segmentation at district level, on a demographic basis and between victims and non-victims.

Tender Quality Score

This tender for a Community Safety Public Perception Survey presents significant deficiencies in transparency and accessibility, primarily due to the absence of specified evaluation criteria and the lack of electronic submission. While the project description is clear and detailed, critical information gaps and procedural shortcomings hinder fair competition and modern procurement practices.

Score Breakdown

Legal Compliance60/100

The tender specifies an open procedure and includes a CPV code. However, the critical issue of a missing official tender reveal date makes it difficult to fully assess the legal compliance regarding the submission period's reasonableness. No disputes or suspensions are noted.

Missing official tender reveal date
Clarity55/100

The project description is clear and the AI-extracted technical requirements are well-articulated. However, the complete absence of specified evaluation criteria is a major clarity flaw, preventing bidders from understanding how their proposals will be judged.

No evaluation criteria specified
Completeness50/100

Basic information, deadlines, value, and duration are provided. However, the tender is incomplete due to the lack of explicit evaluation criteria, detailed mandatory exclusion grounds, and specific financial requirements (e.g., minimum turnover).

Missing evaluation criteria
Lack of explicit mandatory exclusion grounds
Fairness40/100

The absence of evaluation criteria severely compromises the objectivity and transparency of the process. Furthermore, the lack of electronic submission creates an accessibility barrier. The specific experience requirements, while relevant, could be seen as restrictive, potentially limiting competition to a narrow pool of providers.

No evaluation criteria specified
No e-submission functionality
Practicality45/100

The tender lacks support for electronic submission, which is a significant practical drawback in modern procurement. While the contract start date and duration are clear, the absence of e-submission complicates the bidding process for potential providers.

No e-submission functionality
Document URL not explicitly provided
Data Consistency85/100

Key fields are generally populated, and dates are logical and consistent. There are no reported suspensions or disputes. A minor inconsistency is the 'N/A' code for 'Type' and 'Procedure' despite 'Open procedure' being stated.

"Type" and "Procedure" codes listed as N/A despite being "Open procedure"
Sustainability35/100

The tender includes an 'Innovation Focus' characteristic, which is a positive aspect. However, it explicitly lacks green procurement criteria and social aspects, indicating a missed opportunity to integrate broader sustainability considerations.

No explicit green procurement criteria
No explicit social criteria
