Legal compliance is moderate due to missing procedure type, liable person, and explicit exclusion grounds. The classified value also presents a disclosure issue.

Clarity65/100

The description and requirements are clear and specific, but the complete absence of evaluation criteria significantly reduces the overall clarity for potential bidders.

No evaluation criteria specified
Completeness55/100

No document content available

No green procurement
No social criteria

Strengths

Clear and detailed description of the project scope and current context
Specific and understandable AI-extracted eligibility and technical requirements
Long lead time for market engagement due to 'planning' status and distant submission deadline
Clear CPV code and geographical scope (NUTS code, regional breakdown)

Concerns

Absence of evaluation criteria, making it impossible for bidders to understand how they will be judged
Lack of access to tender document content, which is fundamental for participation
Missing key legal/procedural information (procedure type, liable person, explicit exclusion grounds)
Value is classified, reducing transparency
No integration of sustainability, social, or innovation aspects

Recommendations

1. Publish full tender documents with content and clearly define the procurement procedure type and evaluation criteria.
2. Disclose the estimated value to enhance transparency and aid bidder preparation.
3. Integrate sustainability, social value, and innovation criteria into the tender requirements.
