Tender Quality Score

The tender presents a clear technical scope but suffers from significant deficiencies in legal compliance, clarity, and fairness due to missing critical information such as evaluation criteria and explicit eligibility requirements.

Score Breakdown

Legal Compliance55/100

The tender lacks a specified reveal date, making it impossible to fully assess the reasonableness of the notice period. Crucially, mandatory exclusion grounds and eligibility requirements are not explicitly stated, which are fundamental for legal compliance. The 'Competitive flexible procedure' is mentioned but without further detail on its specific rules.

Missing tender reveal date
No explicit mandatory exclusion grounds stated
Clarity55/100

The description of the required ITSM platform, modules, and integrations is detailed and clear. However, the complete absence of specified evaluation criteria is a major flaw, preventing bidders from understanding how their proposals will be assessed and significantly reducing the overall clarity of the tender process.

No evaluation criteria specified
Completeness60/100

While basic information like title, reference, organization, value, and duration are present, the tender is incomplete due to the absence of evaluation criteria, mandatory exclusion grounds, and eligibility requirements. The 'Liable Person' field is also not populated.

Missing evaluation criteria
Missing mandatory exclusion grounds and eligibility requirements
Fairness55/100

Document access is provided, and the value is disclosed. The time given for preparation (from today's date) is reasonable. However, the complete lack of evaluation criteria severely compromises the fairness and transparency of the procurement process, as bidders cannot understand the basis for award. The technical requirements, while specific, do not appear overtly tailored to a single company.

No evaluation criteria specified, impacting transparency and equal treatment
Practicality65/100

Electronic submission is supported via the Delta eSourcing platform, and a document URL is provided. However, the contract start date is listed as the same as the submission deadline, which is practically impossible and indicates an administrative error in the tender setup.

Contract start date is illogically set to the submission deadline
Data Consistency70/100

Most key fields are populated, and there are no disputes or suspensions. However, the contract start date being identical to the submission deadline is a significant logical inconsistency. The absence of a reveal date also contributes to data incompleteness.

Contract start date is illogical and inconsistent with the submission deadline
Missing tender reveal date
Sustainability30/100

The tender does not include any explicit criteria or mentions related to green procurement, social aspects, or innovation. It is also not indicated as being EU funded.

No green procurement criteria
No social aspects mentioned

Strengths

Estimated value and contract duration are clearly specified

CPV code is correctly assigned, and NUTS code is provided
Good preparation time from today's date to the submission deadline

Concerns

Absence of explicit evaluation criteria, significantly impacting clarity and fairness
Missing mandatory exclusion grounds and eligibility requirements, posing legal compliance risks
The contract start date is illogically set to the submission deadline, indicating an administrative error
Lack of a specified tender reveal date, hindering full assessment of legal compliance regarding initial notice period
No explicit mention of sustainability, social, or innovation aspects

Recommendations

1. Immediately publish detailed evaluation criteria to ensure transparency and fairness for all bidders.
2. Clarify and publish mandatory exclusion grounds and eligibility requirements in accordance with procurement regulations.
3. Correct the contract start date to a realistic post-award date.
