Tender Quality Score

This tender establishes a well-defined Dynamic Purchasing System for health and social work services, demonstrating good legal compliance and clear service requirements. However, it suffers from significant transparency issues due to classified value and missing evaluation criteria.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure as an Open DPS under the Light Touch Regime and Public Contract Regulations 2015, with appropriate CPV codes. Mandatory exclusion grounds are referenced, indicating adherence to legal frameworks. The long submission deadline is appropriate for a DPS. The main legal compliance concern is the classified value, which, while not strictly illegal if justified, reduces transparency.

Estimated value is classified, reducing transparency.
Clarity80/100

The description of the DPS and the nature of the required services (assessments and therapies, independent professionals, regional coverage) is clear and unambiguous. AI-extracted requirements are well-articulated. However, the explicit absence of evaluation criteria is a significant clarity gap, as bidders lack full understanding of how their applications will be judged beyond basic eligibility.

No evaluation criteria specified for DPS admission.
Completeness70/100

Basic information like title, reference, organization, and description are complete. The submission deadline and CPV code are provided. However, the estimated value is not disclosed, and specific financial requirements are missing. Crucially, evaluation criteria are absent, and the overall duration of the DPS is not explicitly stated beyond 'remain live for the duration of the DPS period'. Only one document is mentioned, with 'Required: No', which is unusual for comprehensive tender documentation.

Estimated value not disclosed.
No specific financial requirements mentioned.
Fairness65/100

The tender uses e-procurement via sell2wales, promoting equal access, and the requirements appear generic and not tailored to a specific company. However, the classified estimated value reduces transparency and can hinder fair competition. The explicit lack of evaluation criteria is a major fairness concern, as it makes the assessment process opaque for potential bidders.

Estimated value is classified.
No evaluation criteria specified, impacting transparency of assessment.
Practicality65/100

Electronic submission is supported via the sell2wales platform, which is practical. However, a direct document URL is not provided in the snippet. The absence of a specific contract start date (understandable for a DPS but still a lack of fixed information) and financing details (due to classified value) reduces practicality for planning. The duration of the DPS is also not precisely defined.

No direct document URL provided.
Financing information (estimated value) is not available.
Data Consistency90/100

The tender information is largely consistent. Key fields are populated, and there are no reported disputes or suspensions. Dates are logical, with a long submission deadline appropriate for a DPS. The only minor inconsistency is the empty 'Liable Person' field.

Liable Person field is empty.
Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects beyond the inherent nature of health and social work services, or innovation focus. It is not indicated as EU-funded. This represents a missed opportunity to integrate broader sustainability goals.

No explicit green procurement criteria.
No specific social criteria beyond service nature.

Strengths

Clear description of services and DPS nature.
Utilizes e-procurement for submission.
Requirements are generic and appear untailored.
Good legal compliance with relevant regulations.
Appropriate CPV code and regional scope.

Concerns

Estimated value is classified, reducing transparency.
Absence of explicit evaluation criteria for DPS admission.
Missing specific financial requirements.
Overall DPS duration not clearly defined.
Lack of explicit sustainability or innovation criteria.

Recommendations

1. Disclose the estimated value or provide a clear justification for classification to enhance transparency and fairness.
2. Clearly define and publish the evaluation criteria for admission to the DPS to ensure objectivity and transparency.
3. Provide comprehensive tender documents, including full DPS rules and any specific financial requirements, with clear access URLs.
