Tender Quality Score

This tender provides a clear description of services and contract structure but suffers from critical omissions regarding evaluation criteria, mandatory legal requirements, and e-submission, significantly impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender defines an open procedure with reasonable submission deadlines and appropriate CPV codes. However, the AI-extracted requirements indicate a lack of explicit mandatory exclusion grounds and financial requirements, which are fundamental for legal compliance in public procurement.

Missing explicit mandatory exclusion grounds
Missing explicit financial requirements
Clarity60/100

The description of the required services, contract lots, duration, and key dates is clear and unambiguous. However, the complete absence of specified evaluation criteria is a major deficiency, making it impossible for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Essential information such as title, reference, organization, description, deadlines, estimated value, duration, and location are provided. Nevertheless, the tender is incomplete due to the absence of explicit mandatory exclusion grounds, financial requirements, and, most critically, evaluation criteria.

Missing mandatory exclusion grounds
Missing financial requirements
Fairness45/100

The open procedure and division into flexible lots promote competition and prevent tailoring. However, the critical absence of specified evaluation criteria severely undermines transparency and fairness, as bidders cannot objectively understand how their offers will be judged. The lack of e-submission also reduces equal access.

No evaluation criteria specified
No e-submission
Practicality65/100

Key practical details like contract start date and duration are clearly specified, and the lot structure offers flexibility. However, the absence of electronic submission (e-submission) is a significant practical drawback in modern procurement, potentially increasing administrative burden.

No e-submission
Document URL not explicitly provided
Data Consistency90/100

The core data points such as title, reference, description, deadlines, and duration are consistent. Minor inconsistencies include an empty 'Liable Person' field and the 'Value Classified: Yes' flag alongside a clearly stated estimated value.

'Liable Person' field empty
'Value Classified: Yes' contradicts disclosed value
Sustainability30/100

The tender information and automated checks indicate a complete absence of any green procurement criteria, social aspects, or innovation focus, representing a missed opportunity for broader positive impact.

No green procurement criteria
No social criteria

Strengths

Clear description of services and contract structure
Reasonable submission deadline and open procedure
Contract divided into flexible lots
Key dates and duration clearly specified

Concerns

Critical absence of evaluation criteria
Missing explicit mandatory exclusion grounds and financial requirements
No electronic submission (e-submission)

Recommendations

1. Publish comprehensive evaluation criteria to ensure transparency and fairness.
2. Ensure all mandatory legal requirements (exclusion grounds, financial requirements) are explicitly detailed.
3. Implement e-submission for future tenders to enhance accessibility and efficiency.
