Original Tender Description

Thirteen Housing Group Limited (THG) are looking to improve their waste management services and environmental footprint. As part of our strategy, we have opened our first Thirteen Recycling Centre (TRC) based in Billingham to manage waste being disposed from services carried out within the north and west of the business area and we are currently working towards opening a second centre within the Middlesbrough area to cover waste being disposed of from within the south of the business area. We also have properties based outside the Tees Valley so it is likely that future requirements could arise beyond this area.

Tender Quality Score

This tender outlines a strategic initiative for waste management improvement with a clear geographical scope and environmental objectives, but is critically hampered by the complete absence of tender documents and detailed evaluation criteria.

Score Breakdown

Legal Compliance100/100

Legal compliance is severely compromised by the absence of mandatory exclusion grounds and the complete lack of tender documents, making it impossible to verify adherence to procurement regulations. The inconsistency between 'Restricted' procedure and 'DPS' in the title also creates ambiguity.

Missing mandatory exclusion grounds
Absence of comprehensive tender documents
Clarity40/100

The tender's description and high-level requirements are generally clear regarding the scope and objectives. However, the complete absence of detailed tender documents means that specific requirements, evaluation criteria, and terms are entirely unclear to potential bidders.

Lack of detailed specifications and requirements due to missing documents
Ambiguity regarding 'multiple lots' without further detail
Completeness83/100

The tender is critically incomplete. The complete absence of any attached documents, including detailed specifications, terms and conditions, and evaluation criteria, renders it impossible for bidders to prepare a compliant and competitive offer. Mandatory exclusion grounds are also missing.

Complete absence of all tender documents
Missing detailed evaluation criteria
Fairness80/100

Without comprehensive tender documents, especially detailed evaluation criteria and specifications, assessing the fairness of the procurement process is impossible. The 'Restricted' procedure inherently limits competition, but this is a standard approach. The requirement to integrate with TRCs is specific but appears operationally justified.

Inability to assess fairness due to missing evaluation criteria and full documentation
Practicality40/100

From the contracting authority's perspective, the tender outlines a practical approach to waste management with defined geographical areas and operational integration points. However, from a bidder's perspective, the complete lack of tender documents makes participation impractical and impossible.

Impractical for bidders to respond without any tender documents
Data Consistency100/100

There is an inconsistency between the stated 'Restricted' procedure and the 'DPS' (Dynamic Purchasing System) mentioned in the title, which could confuse potential bidders about the nature of the procurement. The automated check's flag of 'No e-submission' contradicts the instruction to 'Access procurement documents via in-tendhost,' which is an e-procurement platform.

Inconsistency between 'Restricted' procedure and 'DPS' in the tender title
Contradiction regarding e-submission capability (automated check vs. 'in-tendhost' platform)
Sustainability0/100

The tender explicitly states an objective to improve the 'environmental footprint,' indicating a commitment to sustainability. However, the extracted requirements do not detail specific, measurable green or social criteria, making it unclear how this objective will be evaluated or enforced.

Lack of specific, measurable green procurement criteria
Absence of social criteria

Strengths

Clear strategic objective to improve waste management and environmental footprint
Well-defined geographical scope with potential for future expansion
Transparent estimated value and contract duration
Use of a recognized CPV code
Indication of a structured procurement process (Restricted procedure, pre-qualification implied)

Concerns

Critical absence of all tender documents (specifications, evaluation criteria, contract draft)
Missing mandatory exclusion grounds, a fundamental legal requirement
Lack of detailed evaluation criteria, hindering transparency and fair assessment
Inconsistency between 'Restricted' procedure and 'DPS' in the tender title
Absence of specific, measurable sustainability and social criteria despite stated environmental objectives

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed specifications, terms and conditions, evaluation criteria, and the draft contract.
2. Clearly define and publish all mandatory exclusion grounds as per relevant procurement regulations.
3. Clarify the procurement procedure, resolving the inconsistency between 'Restricted' and 'DPS' in the title, and integrate specific, measurable sustainability targets and social criteria into the tender documents and evaluation framework.
