Tender Quality Score

This tender for a Dynamic Purchasing System exhibits significant deficiencies in transparency and completeness, particularly regarding the undisclosed estimated value and the absence of crucial evaluation criteria, technical, and financial requirements. While the overall purpose is clear and the timeline generous, these omissions pose considerable challenges for fair competition and legal compliance.

Score Breakdown

Legal Compliance55/100

The estimated value is classified, which is a significant transparency issue. Crucially, the analyzed text indicates no specific mandatory exclusion grounds, which are fundamental for legal compliance. There is also a slight inconsistency in defining the procedure type as 'Restricted' while the title and description clearly state 'Dynamic Purchasing System'.

Estimated value is classified/not disclosed.
No specific mandatory exclusion grounds provided.
Clarity40/100

While the general description of the DPS's purpose is clear, the tender severely lacks clarity regarding how suppliers will be assessed. There are no specified evaluation criteria, technical capability requirements, or financial requirements, making it difficult for potential bidders to understand the qualification process.

No evaluation criteria specified.
No specific technical capability requirements provided.
Completeness50/100

The tender is incomplete due to the absence of several critical components. The estimated value is not disclosed, and there are no details on mandatory exclusion grounds, technical capabilities, financial requirements, or comprehensive evaluation criteria. This significantly hinders a full understanding of the procurement opportunity.

Estimated value is not disclosed.
Missing mandatory exclusion grounds.
Fairness45/100

The classified estimated value is a major barrier to fair competition, as bidders cannot adequately assess the opportunity's scale. The complete absence of evaluation criteria makes the selection process opaque and potentially subjective, raising significant concerns about fairness and equal treatment among potential suppliers.

Estimated value is classified/not disclosed.
No evaluation criteria specified, impacting transparency and objectivity.
Practicality60/100

The tender supports E-Procurement and specifies a clear contract duration, which are practical aspects. However, the classified value and the lack of detailed requirements (technical, financial) make it less practical for suppliers to prepare comprehensive and competitive applications.

Estimated value is classified/not disclosed, hindering practical bid preparation.
Data Consistency75/100

Most key fields are populated, and there are no indicated disputes or suspensions. However, the 'Liable Person' field is empty, and there's an inconsistency between the stated 'Restricted procedure' and the 'Dynamic Purchasing System' nature of the tender. The classified value also represents a missing key data point.

Inconsistency between 'Restricted procedure' and 'Dynamic Purchasing System'.
Estimated value is classified/not disclosed.
Sustainability30/100

The tender information provided does not include any mention of green procurement, social aspects, or innovation focus. There is no indication of EU funding, which often correlates with higher sustainability standards.

No green procurement criteria.
No social criteria.

Strengths

Clear description of the DPS purpose and scope.
Long submission deadline, allowing ample preparation time.
E-Procurement enabled, promoting accessibility.
CPV code and NUTS code are correctly assigned.
Tender is active and has no disputes.

Concerns

Estimated value is not disclosed, hindering transparency and fair competition.
Crucial evaluation criteria are entirely missing.
No specific mandatory exclusion grounds, technical capability, or financial requirements are provided in the analyzed text.
Inconsistency in procedure type (Restricted vs. Dynamic Purchasing System).
Absence of sustainability (green, social, innovation) considerations.

Recommendations

1. Disclose the estimated value to ensure transparency and enable informed bidding.
2. Clearly define and publish all evaluation criteria, technical, and financial requirements.
3. Provide explicit mandatory exclusion grounds in line with procurement regulations.
