Tender Quality Score

This tender for temporary accommodation services demonstrates good foundational elements but suffers from critical omissions regarding evaluation criteria and detailed requirements, impacting clarity and fairness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the open procedure and assigns a relevant CPV code. No disputes are reported, and the submission deadline provides a reasonable timeframe. While mandatory exclusion grounds are referred to the full documents, this is standard practice.

Missing reveal date in the provided data
Clarity60/100

The service description is clear and unambiguous, outlining the council's needs for flexible and value-focused temporary accommodation. However, the critical absence of specified evaluation criteria and detailed financial/exclusion grounds in the summary significantly reduces overall clarity for potential bidders.

Missing evaluation criteria
Financial and mandatory exclusion grounds not detailed in the summary
Completeness65/100

Basic information such as title, organization, reference, value, and deadline are present. However, the tender lacks explicit contract duration, and only one document summary is provided out of four, suggesting potential incompleteness in the accessible information. Evaluation criteria are also missing.

Missing contract duration
Missing evaluation criteria
Fairness55/100

The tender discloses the estimated value and features generic requirements not tailored to a specific company, promoting broader participation. The 'E-Procurement' characteristic also supports equal access. However, the absence of clear evaluation criteria is a critical flaw, making the assessment process opaque and significantly undermining transparency and fairness.

Missing evaluation criteria (critical for transparency and fairness)
Practicality60/100

The 'E-Procurement' characteristic suggests electronic submission, though an automated check flags 'No e-submission,' creating ambiguity. The lack of a specific contract start date, explicit document URL, and clear contract duration reduces the practicality for bidders to plan and prepare effectively.

Contradiction regarding e-submission functionality
No explicit document URL provided
Data Consistency75/100

Most key fields are populated, and there are no reported disputes or suspensions. Dates are logical. However, some fields like 'Liable Person' are empty, and 'Type'/'Procedure' codes are 'N/A', indicating minor data gaps. The contradiction between 'E-Procurement' and 'No e-submission' is also a consistency concern.

Empty 'Liable Person' field and 'N/A' codes for Type/Procedure
Contradiction between 'E-Procurement' characteristic and 'No e-submission' flag
Sustainability40/100

While the service itself addresses a social need (temporary accommodation), the tender summary does not explicitly include additional green procurement, social criteria for suppliers, or a strong focus on innovation beyond a general commitment to 'continued change and improvement.'

No explicit green procurement criteria
No explicit social criteria for suppliers (beyond the service's inherent nature)

Strengths

Clear description of the service and purpose
Estimated value disclosed and open procedure type
E-Procurement characteristic for accessibility
Generic requirements, not tailored to a specific company
No current property required, broadening supplier base

Concerns

Critical absence of evaluation criteria
Contract duration not explicitly stated
Financial and mandatory exclusion grounds not detailed in the summary
Ambiguity regarding e-submission functionality
Lack of explicit sustainability (green/social/innovation) criteria

Recommendations

1. Ensure full tender documents clearly specify detailed and objective evaluation criteria.
2. Clarify the contract duration and provide a specific start date for the flexible purchasing system.
3. Provide comprehensive details on financial capacity requirements and mandatory exclusion grounds within the tender summary or easily accessible documents.
