Tender Quality Score

This tender for a school extension project provides a clear description of works but suffers from significant transparency issues due to missing evaluation criteria and problematic document access. It also lacks any sustainability or social considerations.

Score Breakdown

Legal Compliance80/100

The tender defines the restricted procedure and CPV codes correctly, and the submission period for the Request to Participate stage is reasonable. However, the absence of explicit evaluation criteria for shortlisting could be seen as a transparency deficit.

Missing explicit evaluation criteria for shortlisting
Clarity65/100

The project description and AI-extracted requirements are clear and specific. However, the critical absence of explicit evaluation criteria for the Request to Participate stage significantly hinders bidders' understanding of how their submissions will be assessed.

No evaluation criteria specified for the Request to Participate stage
Completeness60/100

While basic information, value, and duration are present, the tender documentation is incomplete. One key document failed to download, and another is irrelevant. Crucially, explicit evaluation criteria are missing.

One tender document failed to download
One OCDS record is unrelated to the tender
Fairness55/100

Fairness is significantly compromised by the lack of explicit evaluation criteria, making the shortlisting process opaque. Issues with document access (failed download, irrelevant document) and the absence of e-submission further reduce equal access and transparency.

No evaluation criteria specified for shortlisting
Incomplete document access (failed download, irrelevant document)
Practicality60/100

The lack of electronic submission is a major practical drawback. While the contract duration and estimated start date are provided, the start date being identical to the submission deadline is confusing and practically inconsistent.

No electronic submission option
Contract start date is identical to the submission deadline
Data Consistency70/100

Several data fields are unpopulated (Liable Person, Type Code, Procedure Code). The contract start date being the same as the submission deadline is a significant logical inconsistency. The inclusion of an unrelated OCDS record also indicates data management issues.

Unpopulated key fields (Liable Person, Type Code, Procedure Code)
Contract start date is identical to the submission deadline
Sustainability20/100

The tender makes no mention of green procurement, social aspects, or innovation focus. This represents a missed opportunity to incorporate broader public value considerations into the procurement process.

No green procurement criteria
No social criteria

Strengths

Clear project description and specific technical requirements
Reasonable submission period for Request to Participate
Value and duration clearly specified
CPV code correctly assigned

Concerns

Absence of explicit evaluation criteria for shortlisting
Issues with document availability and relevance
Lack of electronic submission
No sustainability, social, or innovation considerations
Inconsistent contract start date

Recommendations

1. Explicitly define and publish evaluation criteria for the Request to Participate stage to enhance transparency and fairness.
2. Ensure all relevant tender documents are accessible and accurate, removing any unrelated records.
3. Implement electronic submission to improve practicality and equal access for bidders.
