Tender Quality Score

This tender for an employability skills program for refugees demonstrates a clear social purpose and innovation focus, but is significantly hampered by missing evaluation criteria and a lack of e-submission, impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code correctly. The submission period of 22 days is reasonable for a below-threshold tender. However, the explicit absence of mandatory exclusion grounds and evaluation criteria raises concerns regarding full compliance with transparency requirements.

Missing explicit mandatory exclusion grounds
No evaluation criteria specified
Clarity70/100

The service description is exceptionally clear, detailed, and unambiguous, outlining the program's objectives and target groups effectively. However, the complete absence of specified evaluation criteria makes the assessment process unclear for potential bidders.

No evaluation criteria specified
Completeness60/100

Basic information, deadlines, value, and duration are well-defined. The service requirements are comprehensive. Nevertheless, the critical omission of evaluation criteria is a major gap. The 'Official PDF Version' being marked as 'Required: No' is also ambiguous and suggests potential incompleteness of the provided tender package.

Missing evaluation criteria
Ambiguity regarding the completeness of the tender document package (Official PDF 'Required: No')
Fairness55/100

The tender requirements do not appear to be tailored to a specific company, which is a positive aspect. However, the complete lack of evaluation criteria severely undermines transparency and objectivity in the assessment process. The absence of e-submission also creates barriers to equal access for all potential bidders.

No evaluation criteria specified, impacting transparency and objectivity
No e-submission, limiting equal access
Practicality65/100

The tender specifies the contract start date and duration. However, the lack of electronic submission capabilities is a significant practical drawback in modern procurement. A direct URL for the main tender document is also not explicitly provided.

No electronic submission supported
No direct URL for the main tender document
Data Consistency90/100

Key fields are largely populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include an empty 'Liable Person' field and 'N/A' codes for procedure type, but these do not significantly impact overall data integrity.

Liable Person field is empty
Procedure type and code are N/A
Sustainability85/100

This tender scores highly on social aspects, as its core purpose is to provide employability support for refugees, demonstrating a strong commitment to social inclusion. It also explicitly includes an 'Innovation Focus'. While it does not specify green procurement criteria or EU funding, its social and innovation dimensions are very strong.

No explicit green procurement criteria
