Tender Quality Score

This tender provides a clear project description and good practical instructions for participation, but suffers from a lack of specified evaluation criteria and a missing reveal date, impacting transparency and completeness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code correctly. However, the reveal date is missing, making it impossible to fully assess the reasonableness of the tender period. The notice also lacks explicit mention of mandatory exclusion grounds and evaluation criteria, which are key disclosure requirements.

Missing tender reveal date
No explicit mandatory exclusion grounds stated in the notice
Clarity80/100

The project description, scope, and technical requirements (e.g., M4(2), M4(3) standards, separate site management) are clearly articulated. Instructions for participation, clarification, and submission via the ProContract portal are also very clear. The primary deficiency is the absence of specified evaluation criteria.

No evaluation criteria specified in the tender notice
Completeness70/100

Basic information such as title, reference, organization, value, duration, and deadlines are provided. However, the tender notice is incomplete regarding the reveal date, explicit financial requirements, and crucially, the evaluation criteria. The 'Liable Person' field is also unpopulated.

Missing tender reveal date
No evaluation criteria specified in the tender notice
Fairness85/100

The tender ensures full document access via a dedicated e-procurement portal and discloses the estimated value. Requirements appear generic and not tailored. However, the absence of evaluation criteria in the notice significantly hinders transparency and fairness, as bidders cannot understand the basis of selection.

No evaluation criteria specified in the tender notice
Practicality90/100

Electronic submission is clearly supported and mandated via the ProContract portal, with a direct URL provided. The contract start date and duration are known, and instructions for clarifications and submissions are precise. This category is well-executed.

Data Consistency90/100

Key fields are largely populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include 'Code: N/A' for procedure type and the unpopulated 'Liable Person' field, but these do not impact overall data integrity significantly.

Liable Person field is unpopulated
Minor 'Code: N/A' for procedure type
Sustainability50/100

The tender specifies M4(2) and M4(3) accessibility standards, which inherently include a social dimension. However, there is no explicit mention of broader green procurement, social criteria beyond accessibility standards, or innovation focus within the tender notice.

No explicit green procurement criteria
No explicit social criteria beyond accessibility standards

Strengths

Clear project description and technical requirements, including accessibility standards.
Estimated value, contract duration, and key timelines are well-defined.
Robust e-procurement process with clear instructions and dedicated portal.
Tender is divided into lots, allowing for flexible participation.
Requirements appear generic and not tailored to specific companies.

Concerns

Absence of specified evaluation criteria in the tender notice.
Missing tender reveal date, hindering full assessment of tender period reasonableness.
Lack of explicit mandatory exclusion grounds and financial requirements in the notice.
No explicit mention of broader sustainability, social, or innovation criteria.

Recommendations

1. Publish the tender's reveal date to ensure full transparency regarding the tender period.
2. Clearly specify all evaluation criteria in the tender notice or provide a direct reference to where they can be found within the tender documents.
3. Include explicit references to mandatory exclusion grounds and any specific financial requirements in the tender notice.
