Original Tender Description

TWFRA (‘the Authority’) is the publicly accountable body that oversees the policy and service delivery of Tyne and Wear Fire and Rescue Service (‘the Service’) on behalf of the community. The Service successfully leads the operational delivery of fire and rescue services such as public protection, fire and other emergency prevention, operational response and resilience. Our stations, staff and appliances are strategically placed across Tyne and Wear to ensure efficient and effective response to fires and other emergencies. Appliances work across station areas and can be mobilised whilst away from their home station. We also have robust arrangements with neighbouring services to enable additional support during major emergencies. TWFRS is seeking a provider to deliver the SFJ Awards Level 5 Certificate in Fire Investigation (RQF), a nationally accredited qualification that develops advanced skills in fire and explosion investigation. The programme must enable TWFRS investigators to competently examine scenes, collect and analyse evidence, produce accurate reports, and present findings in legal proceedings, ensuring compliance with professional standards and enhancing organisational capability.

Tender Quality Score

This tender for fire investigation training demonstrates clear service requirements but suffers from significant deficiencies in transparency and process, notably the absence of evaluation criteria and e-submission.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code correctly. However, the absence of detailed mandatory exclusion grounds and financial requirements, along with a missing reveal date, presents minor compliance gaps for a below-threshold procurement.

Missing mandatory exclusion grounds details
Missing financial requirements details
Clarity75/100

The service description and technical capability requirements are clearly articulated. However, the complete absence of specified evaluation criteria significantly diminishes the overall clarity for potential bidders on how their proposals will be assessed.

No evaluation criteria specified
Vague performance conditions
Completeness70/100

Basic information, deadlines, and duration are provided. Nevertheless, critical elements such as detailed financial requirements, mandatory exclusion grounds, and especially evaluation criteria are missing. The status of full tender documents is also unclear.

Missing financial requirements
Fairness50/100

Fairness is significantly compromised by the complete lack of evaluation criteria, which prevents objective and transparent assessment. The absence of e-submission also creates barriers to equal access. The classified value and specific qualification requirement, while not necessarily tailored, can be restrictive.

No evaluation criteria specified
No e-submission support
Practicality65/100

The tender specifies contract start and duration, which is practical. However, the lack of electronic submission support is a major practical drawback in modern procurement. The absence of a document URL and detailed financing information also reduces practicality.

No electronic submission support
No document URL provided
Data Consistency75/100

Dates are logical and consistent, and there are no reported disputes. However, several key fields are unpopulated (e.g., Liable Person, Type/Procedure Codes N/A), and critical sections like exclusion grounds and financial requirements are absent, indicating some data gaps.

Unpopulated 'Liable Person' field
Type/Procedure Codes marked N/A
Sustainability50/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. It is also not EU funded, which typically encourages higher sustainability standards.
