Score de qualité de l'appel d'offres

This tender for the refurbishment of a Grade I listed Custom House provides clear project details but suffers from critical deficiencies in documentation access and transparency regarding evaluation criteria, significantly impacting fairness and completeness.

Répartition du score

Conformité légale75/100

The tender defines the procedure type and CPV codes correctly. Deadlines are generally acceptable for a below-threshold tender, though tight for a complex project. However, the lack of specified evaluation criteria and detailed mandatory exclusion grounds in the provided information raises concerns regarding full transparency and compliance with best practices, even for a below-threshold procedure.

No evaluation criteria specified in the provided information.
Mandatory exclusion grounds not detailed in the provided summary.
Clarté60/100

The project description is clear and highlights the unique nature of the work. AI-extracted requirements are understandable. However, the absence of explicit evaluation criteria and the inaccessibility of the full tender documents significantly reduce the overall clarity for potential bidders.

No evaluation criteria specified.
Full tender documents not accessible for review.
Exhaustivité50/100

Basic information like title, organization, reference, value, and key dates are present. However, the critical absence of content for the 4 attached tender documents and the lack of specified evaluation criteria make this tender significantly incomplete from an analytical perspective.

No content available for the 4 attached tender documents.
Missing evaluation criteria.
Équité40/100

The tender value is disclosed, and e-procurement is enabled. However, the lack of access to full tender documents and the absence of specified evaluation criteria severely compromise the transparency and fairness of the process, making it difficult for bidders to prepare competitive and compliant proposals.

No access to full tender documents.
No evaluation criteria specified.
Aspect pratique70/100

Electronic submission is supported via a dedicated platform, and key dates and duration are clearly stated. The main practical hurdle for bidders is the inability to access the actual tender documents, which are essential for preparing a bid.

Inaccessible tender document content.
Cohérence des données85/100

Most key fields are populated, and dates are logical. Minor inconsistencies include empty codes for procedure type and liable person, and an unelaborated 'Divided into Parts' characteristic. No disputes or suspensions are noted.

Empty codes for Type and Procedure.
Empty 'Liable Person' field.
Durabilité20/100

The tender does not include any explicit criteria or considerations related to green procurement, social aspects, or innovation. This represents a missed opportunity for a public procurement process.
