Description originale de l'appel d'offres

Loddon Town Council is procuring a contractor to undertake the full refurbishment, resurfacing and associated maintenance works for two outdoor macadam tennis courts located at George Lane, Loddon. The contract is for works, consisting of preparation, repair, drainage improvements, resurfacing, installation of new equipment, and delivery of compliant court markings to Lawn Tennis Association (LTA) standards. The contractor will supply all labour, tools, plant, equipment and materials required for surface cleaning, pressure washing, removal of moss and contaminants, removal of root intrusion and repair of the sub-base. New regulation-compliant tennis net posts and sockets must be supplied and installed. The works also require application of appropriate bonding agents and installation of a 6mm open-textured macadam surface to a depth of 30-35mm. The contractor must work around existing site features including a shed and temporarily relocate the practice wall. On completion of surfacing, the contractor must apply white line markings compliant with current LTA standards. The site must be left tidy and cleared of all waste. Contractors must conduct a site visit prior to submission to understand access constraints. Deliverables include fully resurfaced courts, compliant line markings, and new posts and sockets. The Council requires a detailed programme of works, method statement, risk assessment, cost breakdown, proof of insurance and relevant certifications, and references from similar projects. The tender will be evaluated on price, experience, proposal quality, timeframe, and health and safety compliance. The anticipated procurement timeline is: Submission deadline 31 March 2026, Award 30 April 2026, Expected start September 2026, Completion October 2026. Loddon Town Council reserves the right to accept or reject any tender. This tender invitation does not constitute a binding contract.

Score de qualité de l'appel d'offres

This tender for tennis court resurfacing provides a clear technical description but is significantly hampered by a lack of accessible full tender documents and unspecified evaluation criteria weights, impacting fairness and completeness.

Répartition du score

Conformité légale75/100

The tender defines the procedure type and CPV code clearly. The submission deadline (42 days) is reasonable for a below-threshold open competition. There are no reported disputes or suspensions. However, the absence of explicit mandatory exclusion grounds and the missing reveal date are minor procedural omissions.

Missing explicit mandatory exclusion grounds
Missing reveal date
Clarté70/100

The description of the works, required standards (LTA), deliverables, and technical requirements is highly detailed and unambiguous. The AI-extracted requirements are comprehensive and reflect the description accurately. However, while evaluation criteria are listed (price, experience, proposal quality, timeframe, H&S), their respective weights are not specified, reducing transparency.

Evaluation criteria weights not specified
Exhaustivité50/100

Basic information, financial details, timeline, and classification are well-defined. The description provides a good overview of the scope and requirements. However, a critical flaw is indicated by 'Documents with content/summaries: 0', suggesting that the full tender documentation is not available for review or potentially to bidders, making the tender incomplete.

Actual tender document content not provided/available
Équité55/100

The estimated value is disclosed, and requirements do not appear tailored to a specific company. The submission deadline is reasonable. However, the absence of specified weights for evaluation criteria significantly impacts transparency. The lack of e-submission and unclear access to full tender documents also pose barriers to equal access.

Evaluation criteria weights not specified
No e-submission
Aspect pratique60/100

The contract start date and duration are clearly specified. However, the tender lacks support for electronic submission, which is a common and practical feature in modern procurement. The absence of a direct document URL in the provided information could also create practical hurdles for potential bidders.

No electronic submission
Document URL not provided
Cohérence des données90/100

The key dates (submission, award, start, completion) are logical and consistent with the stated contract duration. There are no reported suspensions or disputes. Most essential fields are populated, with only minor omissions like 'Liable Person' and specific procedure codes.

Minor fields (Liable Person, procedure codes) unpopulated
Durabilité20/100

The tender does not explicitly mention any green procurement criteria, social aspects, or a focus on innovation, indicating a missed opportunity to integrate broader sustainability objectives.

No explicit green, social, or innovation criteria

Points forts

Reasonable submission deadline for a below-threshold tender
Clear definition of contract scope, duration, and key dates

Absence of accessible full tender documentation (indicated by 'Documents with content/summaries: 0')
