Originalus konkurso aprašymas

The AHSN NENC is one of 15 AHSNs across England which were created in 2013 in response to the Accelerate Access Review. The AHSN network acts at the interface between Industry, Academia and the NHS to support the adoption and spread of innovation at pace and scale, which in turn improves patient outcomes and generates economic growth. The AHSN NENC uses “The Innovation Pathway” as the model to illustrative the support that is on offer to innovators, from conceptualisation of their idea, through to its development, evaluation and adoption and spread by the health and care system. Each element of the pathway is described by a hexagon. The AHSN co-ordinates delivery of this support by commissioning the most appropriate partner with the necessary specialist expertise. During the pandemic the AHSN NENC revised the Innovation Pathway following a large-scale consultation process with innovators, current delivery partners and other important stakeholders in the regional ecosystem. A series of insight gathering workshops took place and helped to shape a revised version of the Innovation Pathway. We have increased the spectrum of services we offer to innovators adding additional hexagons to the pathway and have expanded our pool of delivery partners who can deliver these services. Many of the providers offer multiple services across the pathway. This has resulted in us creating a DPS to ensure an open, transparent, and competitive process for procuring services, and compliance with Procurement Regulations. The AHSN NENC uses the Innovation Pathway to articulate the services that can be provided to innovators to help them navigate the Innovation Pathway and commercialise their ideas. In many cases the AHSN will not deliver these services directly but will commission various delivery partners who can provide specialist services. The commissions will vary by duration, value and the type of support or assistance required. In recognition of the diverse and variable nature of the requirements the AHSN NENC is establishing a Dynamic Purchasing System (DPS) to establish a competitive route to obtain these services as and when required. The DPS will consist of five lots covering the anticipated range of services. These are: 1. Idea Assessment 2. Idea Development 3. Evaluation services 4. Commercialisation, Adoption and Spread. 5. Corporate services Expressions of interest are available at the following link https://procontract.due-north.com/Advert?advertId=7c5bf33c-52fa-ed11-8122-005056b64545

Konkurso kokybės įvertinimas

This tender aims to establish a Dynamic Purchasing System for innovation support services, but the provided information is significantly incomplete, lacking crucial tender documents, estimated value, and detailed evaluation criteria. The stated 'Restricted' procedure type fundamentally contradicts the nature of a Dynamic Purchasing System (DPS).

Įvertinimo detalės

Atitiktis teisės aktams100/100

The tender states compliance with Procurement Regulations and aims for an open, transparent, and competitive DPS. However, classifying the procedure as 'Restricted' while describing a DPS is a fundamental inconsistency that needs urgent clarification, as these are distinct procurement procedures with different legal frameworks. The absence of detailed mandatory exclusion grounds in the provided extract is also a minor concern, though implied.

Inconsistency between 'Restricted' procedure type and 'Dynamic Purchasing System' description.
Lack of explicit mandatory exclusion grounds detailed in the provided extract.
Aiškumas40/100

The overall objective and the 'Innovation Pathway' model are clearly described, providing good context. However, the specific requirements for eligibility, technical capability, and especially financial standing are vague. The complete absence of evaluation criteria makes the selection process for admission to the DPS entirely unclear.

Vague eligibility, technical, and financial requirements.
Absence of evaluation criteria for DPS admission.
Užbaigtumas75/100

The provided information is severely incomplete. Crucially, no tender documents are attached or accessible from the provided extract, making a full assessment impossible. Key details like estimated value, financial requirements, and evaluation criteria are entirely missing.

No tender documents provided or accessible from the extract.
Estimated value not disclosed.
Sąžiningumas60/100

The stated intent to create a DPS aims for an open and competitive process, which is inherently fair in principle. However, the critical lack of detailed requirements, evaluation criteria, and an estimated value could significantly disadvantage new entrants who cannot anticipate the full scope or financial commitment required, potentially favoring existing partners with prior knowledge or established relationships.

Lack of detailed requirements and evaluation criteria could hinder fair competition for new entrants.
Undisclosed estimated value creates significant uncertainty for bidders.
Praktiškumas40/100

The concept of a DPS for innovation services is practical for the contracting authority to manage diverse and evolving needs over time. For bidders, however, the severe lack of detailed information, particularly financial requirements and evaluation criteria, makes it highly impractical to prepare a comprehensive, competitive, and well-informed Expression of Interest.

Impractical for bidders to prepare a robust Expression of Interest due to missing critical information.
Duomenų nuoseklumas100/100

A significant and critical inconsistency exists between the tender being classified as 'Restricted' and the description explicitly stating the creation of a 'Dynamic Purchasing System' (DPS). These are distinct procurement procedures with different rules regarding openness, duration, and legal obligations.

Direct contradiction between 'Restricted' procedure type and 'Dynamic Purchasing System' description.
Tvarumas25/100

The provided information does not include any specific environmental or social sustainability criteria. While the focus is on health innovation, there's no indication of broader sustainability considerations being integrated into the procurement process or partner selection.

Absence of explicit green procurement or social criteria.

Privalumai

Clear strategic objective and detailed description of the 'Innovation Pathway' model.
Use of a Dynamic Purchasing System (DPS) structure promotes long-term flexibility and openness for future mini-competitions.
Strong focus on innovation and improving patient outcomes aligns with public health goals.
Long contract duration (60 months) for the DPS provides stability for successful applicants.

Problemos

Critical: No tender documents provided or accessible, making a comprehensive assessment impossible and severely hindering bidder participation.
Critical: Fundamental inconsistency between 'Restricted' procedure type and the stated intention to establish a 'Dynamic Purchasing System'.
Estimated value not disclosed, severely limiting bidders' ability to assess the opportunity and allocate resources.
Complete absence of detailed financial requirements and explicit evaluation criteria for DPS admission.
Vague technical and eligibility requirements, potentially leading to subjective assessment and reduced transparency.

Rekomendacijos

1. Immediately publish all comprehensive tender documents, including detailed requirements, financial standing criteria, and explicit evaluation methodology for admission to the DPS.
2. Clarify and correct the procurement procedure type to accurately reflect either a Restricted procedure or a Dynamic Purchasing System, ensuring consistency across all tender information.
3. Disclose an estimated value or value range to provide bidders with essential financial context for their Expression of Interest.
