Tender Quality Score

This tender demonstrates a strong commitment to sustainability and clear project objectives, but is significantly hampered by critical omissions in legal, procedural, and evaluation details, impacting transparency and fairness.

Score Breakdown

Legal Compliance60/100

The tender defines the procedure type and CPV codes correctly, and there are no disputes. However, the absence of detailed mandatory exclusion grounds and the missing reveal date are significant legal compliance concerns.

No specific mandatory exclusion grounds detailed
Missing reveal date
Clarity65/100

The project description and technical capability requirements are clear and unambiguous, particularly regarding the ambitious net-zero and Passivhaus goals. However, the complete absence of specified evaluation criteria severely diminishes overall clarity for potential bidders.

No evaluation criteria specified
Completeness55/100

While basic information like title, reference, organization, deadlines, value, and duration are present, the tender is notably incomplete due to the lack of detailed mandatory exclusion grounds, eligibility, financial, and crucially, evaluation criteria.

No specific mandatory exclusion grounds detailed
No specific eligibility requirements detailed
Fairness50/100

The lack of specified evaluation criteria is a major fairness concern, as it prevents objective and transparent assessment. The absence of e-submission also limits equal access. While technical requirements are specialized, they appear project-driven rather than tailored.

No evaluation criteria specified
No e-submission
Practicality60/100

The tender specifies contract duration and start date, which is practical. However, the lack of electronic submission support and a direct document URL are significant practical drawbacks for bidders.

No e-submission
No document URL provided
Data Consistency65/100

Most key fields are populated and dates are logical. However, there is a notable inconsistency between the estimated value in EUR (350,000 EUR) and the value mentioned in the document summary (£280,000), which are not equivalent. Missing N/A codes for procedure type are minor.

Inconsistency in estimated value (EUR vs GBP in document summary)
Missing codes for procedure type
Sustainability75/100

The tender demonstrates a strong focus on environmental sustainability (net-zero carbon, Passivhaus, low embodied carbon) and innovation. However, it completely lacks any explicit social sustainability criteria.
