Tender Quality Score

This tender presents a clear description of the DPS framework and its requirements, but a significant concern is the absence of explicit evaluation criteria, which impacts transparency and fairness.

Score Breakdown

Legal Compliance75/100

The tender correctly defines the procedure type and CPV code, and there are no disputes. However, the absence of a reveal date and, more critically, the lack of specified evaluation criteria for joining the DPS framework represent notable gaps in legal compliance regarding transparency and equal treatment.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the DPS framework and the AI-extracted requirements are clear and well-structured. However, the critical omission of evaluation criteria for admission to the DPS significantly reduces overall clarity for potential bidders on how their applications will be assessed.

No evaluation criteria specified
Completeness70/100

Most essential information such as title, organization, value, duration, and basic requirements are present. Nevertheless, the absence of explicit evaluation criteria for joining the DPS framework constitutes a significant deficiency in the completeness of the tender documentation.

No evaluation criteria specified
Fairness60/100

While the requirements appear generic and e-procurement is indicated, the lack of transparent and objective evaluation criteria for admission to the DPS framework is a major fairness concern. The absence of a direct document URL also slightly impedes equal access to information.

No evaluation criteria specified
No direct document URL
Practicality65/100

The tender indicates E-Procurement, which is practical. However, the absence of a direct URL for tender documents creates an unnecessary practical hurdle for interested parties. The contract start date is also not explicitly provided, only the duration.

No direct document URL
Contract start date not explicitly known
Data Consistency90/100

The tender data is largely consistent, with key fields populated and no disputes or suspensions. Minor inconsistencies include an empty 'Liable Person' field and 'Code: N/A' for procedure type, but these do not significantly impact overall data reliability. The contradiction regarding e-submission is noted but the explicit characteristic is prioritized.

'Liable Person' field is empty
'Code: N/A' for procedure type
Sustainability30/100

The tender does not explicitly incorporate any green, social, or innovation-focused procurement criteria. This indicates a missed opportunity to leverage public spending for broader sustainability objectives.

Not green procurement
No social criteria

Strengths

Clear description of the DPS framework and its purpose
Well-categorized and understandable AI-extracted requirements
Value disclosed and E-Procurement indicated
Long submission deadline (implies ample preparation time)
No disputes or suspensions

Concerns

Missing explicit evaluation criteria for joining the DPS
Missing reveal date for the tender
No direct URL for tender documents
Lack of explicit sustainability (green, social, innovation) criteria
'Liable Person' field is empty

Recommendations

1. Clearly define the criteria and methodology for evaluating applications to join the DPS framework to ensure transparency and fairness.
2. Include a direct URL to all tender documents to facilitate easy and equal access for all potential bidders.
3. Integrate specific green, social, or innovation criteria into future iterations of the DPS to align with broader public policy objectives.
