Original Tender Description

Suffolk Police, the Police and Crime Commissioner for Suffolk (PCC), Suffolk County Council and Community Safety Partnerships representatives from Babergh, East Suffolk, Mid Suffolk, Ipswich, and West Suffolk are seeking a delivery partner for a project that obtains and interprets the views of Suffolk residents on community safety. During 2025 a new Police and Crime Plan was developed covering the period 2025-2029, this has set out the policing priorities across Suffolk. The plan focuses on preventing crime and working with communities to make Suffolk a safer place to live, work, travel, and invest. This survey will offer partners across Suffolk an insight into the views of residents to help shape activity at a community safety partnership level. All partners also want to be able to ensure that longitudinal information is available to help inform current strategic priorities and delivery. The work will build upon themed and localised consultations previously undertaken along with needs assessments undertaken for strategy development. The partners are inviting bids from potential providers with extensive experience in large-scale, primary, human research within the community safety environment. This should specifically include policing, community safety, Criminal Justice and/or victims and witnesses of crime. The project will be a large scale, research survey giving a reliable and robust assessment of public perception of community safety and local policing. The successful provider would be expected to consult a representative cohort of Suffolk residents to seek their views and perceptions of community safety and local policing in the county to measure and understand progress being made against our priorities to inform policy and practice. This should be large enough to allow for segmentation at district level, on a demographic basis and between victims and non-victims.

Tender Quality Score

This tender presents a clear project description and specific technical requirements but suffers from critical omissions regarding evaluation criteria, eligibility, and financial requirements, significantly impacting its overall quality and fairness.

Score Breakdown

Legal Compliance60/100

The tender defines the procedure type and CPV code correctly, and there are no reported disputes. However, the absence of a clear reveal date and, more critically, the complete lack of specified evaluation criteria are significant legal compliance issues, hindering transparency and fair competition.

Missing reveal date
No evaluation criteria specified
Clarity65/100

The project description and AI-extracted technical capability requirements are clear and understandable. However, the absence of explicit evaluation criteria makes it difficult for bidders to understand how their proposals will be assessed, significantly reducing overall clarity.

No evaluation criteria specified
Completeness60/100

Basic information, financial details, and timeline are largely complete. However, the tender is notably incomplete due to the absence of specific eligibility requirements, financial requirements, and the critical omission of evaluation criteria, which are fundamental components of a comprehensive tender document.

Missing eligibility requirements
Missing financial requirements
Fairness55/100

The estimated value is disclosed, which is positive for fairness. However, the lack of specified evaluation criteria is a major impediment to objective and transparent assessment. The absence of e-submission and the missing reveal date also detract from equal access and fair preparation time for all potential bidders.

No evaluation criteria specified
No e-submission
Practicality65/100

The contract start date and duration are clearly specified, which aids practical planning. However, the lack of electronic submission support is a significant practical drawback, potentially increasing administrative burden for bidders and the contracting authority.

No e-submission
Data Consistency85/100

Most key fields are populated, and dates are logical and consistent. Minor inconsistencies include an empty 'Liable Person' field and 'N/A' codes for the procedure type, but these do not significantly impact the overall integrity of the data provided.

'Liable Person' field empty
N/A codes for 'Type' and 'Procedure' codes
Sustainability50/100

The tender includes an innovation focus, which is a positive aspect. While the project itself has inherent social value, the tender documentation lacks explicit green procurement or broader social criteria for the delivery partner, limiting its overall sustainability ambition.

Not green procurement
No explicit social criteria for provider
